Ukrainian President Volodymyr Zelenskyy has expressed readiness to withdraw Ukrainian forces from the eastern industrial core of Donbas as part of a broader strategy to end hostilities with Russia. This withdrawal is conditional on Russia’s agreement to vacate its troops, alongside establishing a demilitarized zone monitored by international bodies.

Addressing the media, Zelenskyy indicated that this initiative forms part of an evolving peace strategy stemming from recent negotiations with U.S. representatives. While many details remain ambiguous, he regards this proposal as a potential solution to the ongoing deadlock surrounding Donbas, which has been a point of contention since the onset of the conflict.

“The situation in Donbas represents one of the most challenging aspects,” noted Zelenskyy, acknowledging the sensitive nature of control, security, and governance for both parties involved.

Establishment of a Free Economic Zone with International Oversight

As per the recommendation, Donbas would transform into a demilitarized “free economic zone,” an idea Zelenskyy credits to American influence. This area would be devoid of a heavy military presence, with international forces overseeing compliance and ensuring peace.

Nonetheless, Zelenskyy pointed out that crucial questions remain unanswered, including the extent of troop withdrawals, the positioning of international forces, and the economic governance of the zone. He emphasized that such determinations would necessitate high-level political discussions and, ultimately, public consensus.

Any finalized peace agreement, Zelenskyy affirmed, would be subject to a national referendum in Ukraine.

No Indications from Russia on Withdrawal

At present, Russia has not indicated an intention to withdraw from the territories it has occupied since the conflict began nearly four years ago. Moscow continues to maintain demands for Ukraine to relinquish the remaining areas it controls in Donbas, which Kyiv has categorically opposed.

Russian forces currently dominate the majority of Luhansk and about 70% of Donetsk, the two regions comprising Donbas.

When questioned about the latest proposals, Kremlin spokesperson Dmitry Peskov stated that Russia would formulate its position after discussions with presidential envoy Kirill Dmitriev, who met with U.S. officials in Florida recently. Further details were not divulged.

The Role of the U.S. and Evolving Diplomatic Efforts

American diplomats have engaged in separate dialogues with both Ukraine and Russia since U.S. President Donald Trump introduced a proposal aimed at resolving the conflict last month. This proposal was generally perceived as favoring Moscow, spurring Ukraine and its European allies to advocate for revisions more aligned with Kyiv’s stance.

Zelenskyy noted that discussions with Washington have helped bridge gaps on various issues, despite some Ukrainian counter-proposals still pending acceptance.

“Essentially, we have aligned most positions much closer,” he stated, highlighting the consensus on several core elements of the draft.

Controversies Surrounding the Zaporizhzhia Nuclear Facility

Discussions are similarly underway regarding a demilitarized arrangement for the area surrounding the Zaporizhzhia nuclear power plant, which remains under Russian control. The U.S. has proposed a consortium involving Ukraine, Russia, and itself, with each entity holding equal stakes.

Zelenskyy dismissed this concept as impractical, proposing instead a joint venture between the U.S. and Ukraine, whereby Washington would hold a 50% share and have autonomy over energy distribution, potentially allowing some capacity for Russia.

Reactivating the plant would necessitate substantial investments, Zelenskyy noted, including repairs to adjacent infrastructures. The idea of transforming the nearby city of Enerhodar into a demilitarized free economic zone has also faced setbacks after prolonged discussions.

Provisions for Security and Military Limitations

The proposed framework incorporates what Zelenskyy describes as robust security guarantees for Ukraine, mirroring NATO’s Article 5 principle that an assault on one member equates to an assault on all. A distinct agreement with the U.S. would elucidate how these guarantees might be enacted and how a ceasefire would be monitored.

Furthermore, the proposal suggests maintaining Ukraine's military personnel at 800,000 during peacetime—an intricate matter, as Moscow has long called for limitations on Ukraine's military size. Additionally, the draft proposes a timeline for Ukraine's accession to the European Union.

Political, Economic, and Reconstruction Considerations

Beyond matters of security, the initiative outlines political and economic elements. Elections would take place in Ukraine following the signing of the agreement, a delay caused by the ongoing war. Zelenskyy's term is set to conclude in May 2024.

The proposal further seeks to expedite a free-trade agreement between Ukraine and the U.S., while Washington also pursues a similar deal with Russia. Kyiv is advocating for temporary preferential access to European markets along with a comprehensive development initiative to attract investments in key sectors.

Estimates indicate that reconstruction could mobilize up to $800 billion through a combination of capital, grants, loans, and private investments. Ukraine is also demanding the immediate release of all individuals detained since 2014, including civilians, political prisoners, and children.

Tensions Continue Amid Diplomatic Efforts

Despite ongoing diplomatic initiatives, violence persists. Russian officials reported an explosion in Moscow on Wednesday that resulted in the deaths of three individuals, including two police officers. Ukrainian military intelligence indicated the blast was connected to operations targeting those involved in Russia’s war efforts, although specifics were not publicized.

As negotiations persist, Zelenskyy underscored that any eventual accord must balance territorial realities, security guarantees, and public assent—a complex challenge that highlights the arduous journey towards lasting peace.
