Governance Reforms Emphasized in Vietnam's Lao Cai Province

On May 5, 2026, Pham Thi Thanh Tra led a key inspection and supervision meeting with the Lao Cai Provincial Party Committee. The focus was on assessing the implementation of directives from the central government while gearing up for the second phase of inspections mandated by the Politburo and the Secretariat of the Communist Party of Vietnam.

The meeting gathered high-ranking officials from various ministries, inspection bodies, and local departments. Notable attendees from Lao Cai included Provincial Party Secretary Duong Quoc Huy and Chairman of the Provincial People’s Committee Nguyen Tuan Anh. Discussions centered on the progress with national development directives and setting priorities for forthcoming supervision efforts.

The inspection team indicated that the second phase in 2026 will tackle four critical areas: enhancing local governance efficiency, targeting economic growth exceeding 10 percent, implementing Resolution 57 related to science and technology digital transitions, and assessing the quality of Party organizations and leadership across all levels.

Pham Thi Thanh Tra commended the Lao Cai Provincial Party Committee for diligently carrying out instructions from the central leadership. She especially recognized the province’s role in advancing the Resolution from the 14th National Congress of the Communist Party of Vietnam and the successful conduct of recent elections, noting a remarkable voter participation rate nearing 100 percent—one of the highest in the nation.

During the session, the Deputy Prime Minister outlined three urgent “political missions” for local leadership. These include achieving economic growth in the double digits, promoting advancements in science and technology, and enhancing the effectiveness of dual local government systems. These objectives are deemed national priorities and demand strong political commitment.

She further urged a transformative approach to development and management, encouraging Lao Cai to discard any notions of a “poor province” mindset. With its advantageous location near international borders, the province possesses vast potential for regional trade, logistics, and international economic ties, officials stated.

Officials also called for a modernization of governance, emphasizing a citizen and business-centric approach to public services. Local governments were advised to adopt innovative management strategies rather than relying solely on traditional methods. The province is encouraged to enhance sectors such as tourism, logistics, agricultural processing, industrial development, and to create a wider scope for green, digital, and circular economy ventures.

Digital transformation and attracting investment were also focal points of the discussions. Representatives stressed the importance of upgrading infrastructure, drawing private investments, and fostering relationships with foreign investors. Public investment projects are anticipated to spearhead overall economic growth and facilitate long-term development goals throughout the province.

At the meeting's conclusion, Duong Quoc Huy, Secretary of the Lao Cai Provincial Party, affirmed the province's commitment to the inspection team’s recommendations, pledging immediate implementation of corrective actions and development strategies. He confirmed that local authorities are devoted to enhancing governance quality, fostering economic growth, and fulfilling all inspection mandates in alignment with national policies.
