A large group of U.S. government officials has quietly been working together to support President Donald Trump’s plan to take action against what he calls the “Deep State.” This group includes people from top government offices such as intelligence, defense, justice, and even the White House, according to official records and one person who knows about the matter.
The group is called the Interagency Weaponization Working Group (IWWG). It started meeting in May and includes nearly 40 officials from several U.S. departments — the Office of the Director of National Intelligence (ODNI), the CIA, the FBI, the Justice Department, the Defense Department, the Department of Homeland Security, the IRS, and others.
Trump ordered the creation of this group on his first day back in office in January. In his order, he told the Attorney General to find and fix any past cases where federal agencies were used unfairly for political reasons.
Attorney General Pam Bondi and Director of National Intelligence Tulsi Gabbard later formed special teams in their departments to identify officials they say misused their power against Trump.
Shortly after journalists asked questions about this secretive group, Fox News reported its existence, quoting Gabbard as saying she had helped create it. However, Reuters, which investigated the story, found more details that had not been made public before.
A White House official confirmed that the group exists but said, “None of this is new.” An ODNI spokesperson added that the goal is to make sure “government power is never used against the American people again.”
Still, the records reviewed by Reuters show that Trump’s administration is taking a much wider approach than previously known — building a network of officials across many agencies to pursue his claims of political abuse by past administrations.
What Is the Group’s Goal?
Trump and his supporters often use the term “weaponization” to describe what they believe were unfair actions taken against him during his presidency — such as the investigations into Russian interference in the 2016 election, his impeachment trials, and criminal cases.
The new group’s mission, according to one source, is “basically to go after the Deep State.” This phrase refers to government workers or officials whom Trump believes secretly worked against him during his time in office and during the Obama and Biden years.
Reuters could not confirm how far this group’s plans have gone or whether Trump himself is directly involved.
Who Are the Alleged Targets?
The same source said that the group discussed several names, including:
James Comey, former FBI Director;
Dr. Anthony Fauci, Trump’s COVID-19 advisor;
Top U.S. military leaders who supported mandatory COVID-19 vaccines;
Hunter Biden, President Joe Biden’s son.
However, an ODNI official denied that the group is targeting anyone, saying it only reviews “facts and evidence” about past government abuses.
Lawyers for Comey and Hunter Biden did not respond to requests for comment, and there was no immediate response from Dr. Fauci.
What Reuters Found
Reuters reviewed over 20 government documents. These showed the names of 39 people involved with the interagency working group.
The review also found that the Justice Department’s Ed Martin, who once supported January 6 rioters, plays a key role in the group. Martin was earlier rejected by the Senate for a top prosecutor position. He now serves as the department’s pardon attorney.
Many others involved are strong Trump supporters who oppose COVID-19 vaccine mandates or believe Trump was the rightful winner of the 2020 election.
A Justice Department spokesperson confirmed that Bondi and Gabbard were ordered by Trump to investigate past “weaponization,” but did not comment on what exactly the group is doing.
Russia Investigation and January 6 Cases
The source told Reuters that one major goal of the group is to remove officials who were part of the investigations into Russia’s role in the 2016 election.
They also discussed the January 6, 2021 Capitol attack — when Trump supporters stormed the U.S. Capitol. The group reportedly wants to review prosecutions related to that event.
Officials also mentioned reviewing the Jeffrey Epstein case, legal actions against Trump allies Steve Bannon and Peter Navarro, and even removing security clearances from transgender officials — though these claims could not be confirmed.
Government spokespeople denied that such topics were discussed.
Secret Intelligence Work?
The source said that an ODNI officer named Paul McNamara, a former Marine and aide to Gabbard, is a leading figure in the group.
McNamara’s team allegedly began using “technical tools” to search communication networks for evidence of the so-called Deep State. They also discussed expanding this search to classified networks used by U.S. intelligence agencies.
ODNI officials strongly denied this, calling the claim “inaccurate.” Reuters could not verify whether any secret searches took place.
Congress has already shown concern. Lawmakers from both parties passed a measure requiring Gabbard to reveal the names and activities of those in her internal group.
The People Behind the Movement
Documents reviewed by Reuters list at least 39 current and former officials across different agencies.
One name mentioned was Carolyn Rocco, a former Air Force officer who works with Gabbard. She signed a letter calling for punishment of senior military leaders who enforced vaccine mandates.
Another name is Mac Warner, a former West Virginia secretary of state who now works in the Justice Department. Warner previously claimed that the CIA helped “steal” the 2020 election.
Also included is Jared Wise, a former FBI agent who joined the January 6 riots but now works under Bondi’s DOJ team.
The group may also include two CIA officers, though their roles remain unclear. The CIA is legally barred from working against U.S. citizens.
None of these individuals responded to Reuters’ requests for comment.
Concerns About Power and Secrecy
The creation of such a large and secretive working group has raised concerns among both Democrats and Republicans. Many worry that it could give the Trump administration unchecked power to punish critics under the banner of “deweaponization.”
While the group says it is investigating past misconduct, critics fear it could become a political tool for revenge.
