Ukraine Presents Updated Peace Proposal as Zelensky Dismisses Land Concessions

Post by : Raina Nasser

Ukraine is preparing to send an updated peace proposal to the United States, with President Volodymyr Zelensky firmly rejecting any territorial negotiations with Russia. The aim is to present alternatives that uphold the nation's sovereignty without compromising its security.

In discussions with European and NATO leaders, Zelensky asserted that under both Ukrainian and international law, he has "no right" to surrender any part of the country. These remarks come as Kyiv seeks to encourage a reevaluation of a controversial peace plan perceived to favor Moscow.

Recently, the city of Sumy in northern Ukraine dealt with a blackout following a Russian drone strike targeting local power systems. Over a dozen drones attacked the region, adding to a troubling series of nighttime assaults, though no injuries were reported.

Zelensky's diplomatic journey follows intense negotiations over the weekend between US and Ukrainian representatives that failed to produce a consensus. Chief negotiator Rustem Umerov updated the president on conversations with US officials, including discussions with Russian President Vladimir Putin.

Kyiv plans to submit the revised proposal to Washington as early as Tuesday, concentrating on security assurances while retaining control over critical areas. Zelensky highlighted that any adjustment to Ukraine's borders would necessitate a public referendum, reiterating his dedication to national integrity.

Originally, the US-supported 28-point plan has now been streamlined to 20 points, which were criticized for their pro-Russian leanings. Zelensky has confirmed that no pro-Ukrainian provisions have been eliminated, and the country is unwavering in its refusal to concede any territory. Negotiations around contentious topics, such as the Donbas region and the Zaporizhzhia nuclear facility, remain crucial. The earlier proposed terms for shared control of Zaporizhzhia’s energy output and full Russian dominance over Donbas have been rejected by Ukraine and its allies.

European leaders have cautiously endorsed Ukraine's stance while encouraging efforts toward a peaceful resolution. A swift summit at Downing Street, featuring Zelensky, UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz, showcased international support for Ukraine and reiterated calls for a "just and lasting peace" paired with strong security guarantees.

Discussions about potential security guarantees are ongoing, with the UK and France suggesting the deployment of international forces, although skepticism persists among some European nations, including Germany and Italy. The potential role of the United States in future defense arrangements remains uncertain.

Following London, Zelensky is set to meet with NATO Secretary General Mark Rutte and European Commission President Ursula von der Leyen in Brussels, with an appointment with Italian Prime Minister Georgia Meloni scheduled for Tuesday. Moscow has indicated that talks with the White House have been positive, although Russia has yet to show any willingness to adjust its primary goals established during the full-scale invasion beginning in February 2022.

Former US President Donald Trump has publicly asserted that Zelensky is a significant barrier to a peace agreement, suggesting that the Ukrainian president has not fully engaged with the US-recommended plan. Trump commented on Russia's approval of the proposed framework for both parties, expressing concern about Zelensky’s lack of thorough review.

Zelensky has stated that some matters can only be settled through direct, face-to-face negotiations, indicating that the discussion process is both ongoing and intricate. As diplomatic efforts progress, Ukraine remains steadfast in its commitment to safeguarding its sovereignty and resisting any territorial loss while seeking international backing for enduring peace and security.
