Leaders from Ukraine and its allies met in Paris on Tuesday to finalize security guarantees and support commitments for Kyiv. The meeting comes as the four-year conflict with Russia continues, with fighting showing no signs of stopping.
Ukrainian President Volodymyr Zelenskiy was joined by over 27 leaders, along with senior U.S. negotiators Steve Witkoff and Jared Kushner. The goal of the summit was to put together a clear, coordinated plan for Ukraine that could also be presented to Russia in ongoing peace talks.
Diplomats said the Paris meeting focused on making military pledges concrete. Until now, many promises from allied countries had been vague. Military officials, including the head of Ukraine’s general staff, attended the talks to help outline specific contributions for Ukraine’s defence.
One of the main topics was how allies would support a multinational force for Ukraine in the event of a ceasefire. The coalition also aimed to agree on wider security guarantees, including binding commitments if Ukraine were attacked again. Planning by participating countries will be coordinated with the positions of Ukraine, the United States, and European partners.
French officials said operational details of the security guarantees had been agreed on and stressed the importance of long-term commitments from all partners. European leaders hope these agreements will also reinforce U.S. commitments, which had previously been discussed in separate talks with Ukraine.
President Zelenskiy addressed the Ukrainian public ahead of the meeting, saying the summit was an opportunity to strengthen the country’s defence and move closer to ending the war. He emphasized that Ukraine is preparing for two possible outcomes: a diplomatic resolution or continued active defence if pressure on Russia does not succeed.
“Ukraine wants peace,” Zelenskiy said. “But we will prepare for both diplomacy and further defence if necessary.”
The Paris summit reflects the international community’s continued focus on supporting Ukraine while seeking a negotiated end to the conflict. By coordinating military, political, and security measures, allies aim to provide Kyiv with clear protection and to ensure that any future ceasefire is backed by enforceable guarantees.
As the war continues, such meetings highlight the importance of international cooperation in protecting Ukraine and maintaining regional stability. Observers note that firm commitments from multiple countries may be crucial to deterring future aggression and keeping peace negotiations on track.
