On July 25, 2025, U.S. President Donald Trump landed in Scotland for a five-day visit that mixes personal leisure with political meetings. He will stay at two of his own golf resorts: Turnberry on Scotland’s west coast and a new course near Aberdeen, which he is set to open soon.

Despite being shadowed by reports about his ties to Jeffrey Epstein, Trump told journalists he had achieved six of the best months in presidential history. At a press event, he asked reporters to turn attention to public figures other than him.

While in Scotland, Trump plans to meet British Prime Minister Keir Starmer and European Commission President Ursula von der Leyen. These meetings focus on a possible trade agreement between the U.S. and European Union, which could become the most significant trade deal of his term.

Trade Deal: 50‑50 Chance?
Trump has described the chance of an EU–U.S. trade agreement as "50‑50, maybe less." Despite this uncertainty, he noted that the EU “really wants a deal.” European leaders have said a framework agreement may be finalized before the weekend ends. Talks are trying to prevent massive new U.S. tariffs set to take effect August 1. If no deal is reached by then, U.S. duties could reach 30% on goods like cars and steel.

Under the proposed plan, most EU exports would face about a 15% tariff, with higher rates—up to **50%—on steel and aluminum. These moves mirror an earlier deal between the U.S. and Japan. However, analysts warn that rising U.S. tariffs might fuel inflation. At the same time, European stocks rose slightly in expectation of deal progress, especially in car and luxury sectors.

Though Trump seems enthusiastic about his love for Scotland—a nod to his Scottish roots—most Scots remain unimpressed. Polls suggest about 70% of Scots hold an unfavorable view of him. Police Scotland has organized one of its largest security operations in years ahead of anticipated protests.

Trade Challenges: Steel, Tariffs, and Terms
Britain and the EU hope their trade deals with the U.S. stay on track. While Trump praises Starmer and John Swinney, Scotland’s First Minister, he has refused to make permanent cuts on steel and aluminum tariffs. Trump argues that if he grants a special rate to the UK, he would have to apply the same to every other country.

Starmer is expected to request lower steel tariffs during their talks. But whether he can convince Trump is unclear. The broader EU–U.S. deal depends on Brussels agreeing to “buy down” tariff rates, though Trump has not shared details.

An apparent sticking point remains: about 20 issues had yet to be resolved as of his arrival.

Diplomacy and Global Crises
Starmer and von der Leyen are expected to raise urgent global issues, including the deepening humanitarian crisis in Gaza. Starmer has called meetings with France and Germany to discuss growing starvation in Gaza and has urged Israel to open access for aid. Trump’s visit touches both political and global dimensions—highlighting the ongoing tension between domestic politics and world affairs.
