In a significant escalation of maritime tensions, the Philippine Coast Guard (PCG) has dispatched an aircraft to confront a Chinese deep-sea research vessel located near the northern coast of the Philippines, specifically in a highly sensitive area of the Indo-Pacific.
According to the PCG, the vessel named Tan Suo Er Hao was detected approximately 19 nautical miles off Cagayan province's coastline in northern Luzon. This ship, designed for both submersible and deep-sea research initiatives, was reported to be active within the western regions of the Philippine Exclusive Economic Zone (EEZ).
During routine aerial surveillance, PCG pilots made several radio calls to the vessel, inquiring whether it was engaged in marine scientific activities without Manila’s prior consent. Under both Philippine law and international maritime regulations, foreign vessels are required to secure authorization before undertaking research in another nation’s EEZ. The Chinese vessel reportedly did not respond to any of the attempts to communicate, as noted by the coast guard.
The 87.25-meter-long research ship had reportedly set sail from Hainan province earlier in the month before navigating into waters claimed by the Philippines. Subsequent monitoring revealed that the vessel was making its way eastward, situated approximately 55.8 nautical miles from Santa Ana in Cagayan.
The PCG tracked the vessel initially through Canada’s satellite-based Dark Vessel Detection system, which aids in identifying maritime activities that might be obscured from regular tracking methods.
Cagayan holds strategic importance as it is home to one of the military facilities accessible to U.S. forces under the Enhanced Defense Cooperation Agreement (EDCA), amplifying the geopolitical implications of this incident amidst escalating regional rivalries.
In response, China’s embassy in Manila expressed support for the ship's navigation, stating it was merely conducting regular maritime operations. Beijing reiterated its stance that it does not acknowledge certain Philippine maritime laws and affirmed its right to operate in the waters as per international maritime standards.
This incident comes amid a backdrop of rising regional tensions, with China conducting large-scale military exercises around Taiwan on the same day, which included rocket firings and simulated blockades. These drills are part of operations dubbed “Justice Mission 2025,” occurring after the U.S. announced a significant arms package for Taiwan.
Philippine Defense Secretary Gilberto Teodoro expressed serious concerns regarding China's recent military actions in the area, asserting that such maneuvers undermine stability not just in the Taiwan Strait but throughout the greater Indo-Pacific region.
He warned that the increasing frequency of coercive actions presents challenges that extend beyond bilateral relationships and threaten regional security and the international system.
