Vietnam's Strategic Tech Initiative Unveiled

Vietnam has unveiled a comprehensive national strategy aimed at advancing technology and fostering innovation within critical sectors. Deputy Prime Minister Ho Quoc Dung authorized Decision No. 21/2026/QD-TTg, launching a List of Strategic Technologies and Products set to go live on July 1, 2026. This initiative is designed to boost Vietnam's economic competitiveness and self-reliance in technology.

The Vietnamese government has pinpointed ten essential technology sectors that are forecasted to shape the future economy. These include digital sectors like artificial intelligence, cloud technologies, blockchain, big data, and the Internet of Things, alongside crucial industries such as advanced biotechnology, robotics, semiconductor technology, cybersecurity, aerospace, and high-speed rail.

Officials have stated that this strategy embodies Vietnam's aspiration to emerge as a key technology and digital economy powerhouse in Southeast Asia. They anticipate that expedited investments in cutting-edge technologies will enhance manufacturing productivity, foster innovation, and minimize reliance on foreign tech in vital areas including cybersecurity and energy.

The policy introduces a segmented list of 30 crucial technology products categorized into two distinct groups. The first encompasses items with significant market potential poised to drive economic growth, featuring Vietnamese language AI models, cloud solutions, blockchain infrastructure, smart manufacturing systems, and advanced vaccines.

A hallmark of this plan is the emphasis on digital transformation. Vietnam aims to expedite the growth of AI-driven virtual assistants, vital cybersecurity frameworks, and healthcare technologies aligned with the national digital modernization agenda. Officials expect these innovations to propel economic growth while enhancing modernization efforts.

The second product category focuses on forward-looking technologies essential for national security and autonomy. It includes specialized semiconductor chips, quantum communication systems, deep-sea exploration apparatus, and small modular nuclear reactors. These innovations are deemed crucial for reinforcing Vietnam’s long-term technological independence.

High-speed rail and urban rail systems are also integral to the strategic priorities outlined. Officials indicated intentions to invest in rail infrastructure and industrial platforms, reinforcing efforts to modernize transportation networks and promote sustainable growth in urban centers.

The Ministry of Science and Technology will oversee the regular updates and revisions of the strategic technology lists in light of evolving economic conditions and industry developments. The government remains committed to adjusting its agenda to align with both global tech trends and domestic growth priorities, working in tandem with various agencies to ensure effective implementation.

Vietnamese officials herald this decision as a significant advancement towards cultivating a robust ecosystem for innovation, elevating Vietnam's presence in the global tech arena. This strategy is anticipated to spur investment, bolster research initiatives, and open new economic avenues in AI, renewable energy, advanced healthcare, and digital infrastructure in the years to come.
