North Korea Advances in Nuclear Submarine Development, Criticizes Seoul

North Korea has showcased notable advancements in constructing its inaugural nuclear-powered submarine, a development that could significantly escalate tensions across the Korean Peninsula and beyond.

State media reported that leader Kim Jong Un recently visited a prominent shipyard to review the construction of an 8,700-ton-class nuclear submarine, identified by Pyongyang as a key component of its naval modernization efforts. Photographic evidence from the Korean Central News Agency displayed a largely finished hull within an assembly hall, providing the most detailed view of the vessel to date.

The submarine is intended to carry nuclear armaments and has been designated as a “strategic guided missile submarine,” highlighting its function in bolstering North Korea’s nuclear deterrent capabilities. During his inspection, Kim fiercely condemned South Korea for advancing its own nuclear submarine program, labeling it an “offensive act” that jeopardizes the North's security and sovereignty.

Kim asserted that Seoul's initiatives only underline the urgency for Pyongyang to expedite its naval nuclear capability development. He proclaimed that the submarine’s completion would signify an “epoch-making” enhancement of the country’s defense against perceived hostile entities.

Although the specifics of Kim’s visit remain undisclosed, analysts indicate that recent images imply the project could be nearing completion. Submarine expert Moon Keun-sik from Hanyang University remarked that submarines are generally constructed inwardly, suggesting core systems, including engines and potentially the reactor, may already be operational.

“The revealed hull implies the vessel could soon be ready for launch,” Moon stated, adding that sea trials might commence within months if construction maintains its current pace.

A nuclear-powered submarine has long been one of Kim’s premier military objectives, gaining attention in a 2021 defense strategy that also outlined solid-fuel intercontinental ballistic missiles, hypersonic technology, reconnaissance satellites, and multiple-warhead missiles. Since then, North Korea has continued to enhance its military capabilities, recently unveiling a novel naval destroyer which Kim heralded as expanding the range and striking power of the nation’s nuclear arsenal.

However, regional and international experts remain doubtful regarding how North Korea has navigated technical and financial challenges, particularly in light of enduring sanctions. Some believe that strengthened ties with Russia, including military backing for President Vladimir Putin's activities in Ukraine, could be a source of limited technological support. Others suggest that the reactor design may have been domestically developed, possibly with indirect assistance from abroad.

Meanwhile, South Korea is also advancing its military initiatives. President Lee Jae Myung recently pursued U.S. support for a nuclear-powered submarine in discussions with Washington—an endeavor that has been publicly endorsed by U.S. President Donald Trump. Nevertheless, uncertainties linger regarding the construction location and the acquisition of sensitive reactor technology and fuel.

In a distinct but related update, North Korean media reported that Kim oversaw testing of new anti-aircraft missiles, with South Korea’s military confirming activity in the region. These developments occur amid deteriorating relations, as Pyongyang continues to reject calls from Seoul and Washington for the revival of stalled denuclearization negotiations.

With both Koreas pursuing nuclear-capable submarines, analysts caution that the strategic equilibrium in Northeast Asia may be entering a more precarious era.
