Melania Trump Advocates for Foster Care Reform in Congress

Melania Trump has publicly endorsed new foster care legislation in the U.S. Congress, deeming it a “moral imperative” to enhance the lives of at-risk children. During a crucial meeting with lawmakers, she underscored the pressing requirement for more robust policies to tackle the genuine challenges encountered by those in the foster care system.

On April 15, 2026, the First Lady convened with members of the influential House Ways and Means Committee, where the main topic of discussion was advancing proposals designed to protect and empower youth in foster care. In her address, she asserted that children should not merely be viewed as dependents but as equals entitled to dignity, opportunity, and care.

Melania Trump emphasized that foster care reform must go beyond raising awareness and necessitate actionable measures. She identified several critical barriers influencing foster children, such as unstable housing, insufficient educational support, financial hardships, transportation obstacles, and limited access to technology. These challenges, she noted, often obstruct children's paths to long-term success and stability.

This initiative builds upon her previous endeavors, including the “Fostering the Future” program initiated in 2021 under her BE BEST campaign. The program is aimed at providing youth from foster care backgrounds with avenues to pursue university-level education, specifically in technology sectors, thus equipping them for entry-level positions and financial autonomy.

Currently, it operates in more than 20 U.S. universities, including Vanderbilt University, University of Miami, Louisiana State University, University of Virginia, University of Texas, Ohio State University, and University of Alabama. Despite these initiatives, she highlighted that only about three percent of foster care youth managed to secure a college degree by 2025, indicating a dire need for more substantial systemic support.

She also mentioned the recently passed TAKE IT DOWN Act and the “Fostering the Future” Executive Order as favorable advancements but stressed that Congress's legislation could yield more enduring and impactful changes.

Concluding her remarks, Melania Trump called on lawmakers to take decisive action, stating that new legislation has the potential to transform lives, ensuring that the opportunities for foster care children evolve from mere aspirations to recognized rights. The proposed reforms aim to concentrate on sustainable solutions that enhance educational access, stability, and overall welfare for children within the foster system.
