Latvia Targets UAE for $300M Investment and Trade Expansion

Latvia is focusing on the United Arab Emirates as a key player for new industrial partnerships, shifting from conventional trade routes to active investments. This initiative celebrates 30 years of diplomatic relations, underscoring a commitment to enhance economic collaboration between the two countries.

Economics Minister Viktors Valainis pointed out the substantial “untapped potential” in their alliance, stating that Latvia aims to build production facilities in the UAE rather than solely exporting goods. “Our goal is to establish factories here for direct production,” he emphasized.

The food industry is at the heart of this venture, with Latvian firms intending to launch new production lines throughout the UAE. Reports indicate that investors from Latvia are considering projects worth up to €300 million in Dubai, a reflection of increasing optimism following the Expo 2020 Dubai and other recent trade exhibitions.

Trade volumes between Latvia and the UAE currently stand at approximately €200 million a year, which is viewed as limited given the potential synergy between the two economies. An 18% increase in trade year-on-year has already been recorded in early 2025, achieving €110.2 million in the first half of the year, indicating a positive growth trend.

Latvia is also encouraging investments from the UAE. A significant example includes the €3 billion Eagle Hills project in Riga led by UAE entrepreneur Mohamed Alabbar, exemplifying a commitment to long-term, large-scale collaboration.

The Latvian delegation, composed of nearly 30 firms spanning sectors like IT, biomedicine, energy, construction, logistics, and food, is engaged in discussions at government and business levels during their visit from November 23–26.

Positioning itself as a pivotal gateway to the European Union, Latvia offers investors access to a market of 450 million while boasting advantageous tax conditions and a pro-business landscape. The country’s advanced digital services, with 97% of public functions online, further bolster its attractiveness for tech-oriented collaborations.

As Latvia enhances its presence in the UAE, it focuses on sustainable urban development, modern construction techniques, and industrial collaborations aimed at transforming trade dynamics across the region.
