New Rural Standards in Vietnam Set for 2026

Vietnam's government has rolled out new regulations that set forth the criteria for communes and provinces to be acknowledged as fulfilling new rural and modern rural standards throughout the 2026–2030 timeframe. This initiative aims to promote sustainable rural growth nationwide.

Signed by Deputy Prime Minister Ho Quoc Dung, the newly unveiled policy lays out comprehensive guidelines for localities to seek official recognition. Additionally, it articulates the processes through which evaluations, approvals, and, if necessary, the revocation of this status can occur.

Under these fresh guidelines, a commune must adhere to all national benchmarks to attain recognition as a new rural area. These benchmarks encompass planning, infrastructure, economic development, and social service delivery, with local resident satisfaction being pivotal for acknowledgment.

For those aiming for a modern new rural status, the expectations are elevated. These communes must satisfy enhanced standards delineated in a framework aimed at piloting modern rural initiatives, where public satisfaction remains crucial.

The regulations also specify the prerequisites for provinces and cities to be recognized as successfully completing the new rural development initiative, including meeting all necessary provincial criteria and ensuring a majority of communes adhere to the standards.

Authorities have clarified that evaluation results will be leveraged flexibly, allowing for assessments from either the current or prior year, thus ensuring accuracy in the recognition process.

Notably, the policy stipulates stringent conditions for the revocation of status. A commune may risk losing its recognition if it fails to meet a considerable number of criteria or if its performance declines significantly. Provinces face similar stipulations if several communes do not maintain their required status.

Officials stress that these measures are critical for ensuring quality and accountability in rural advancement programs. The objective is not solely to obtain recognition but to sustain long-term improvements and elevate living standards.

This decision replaces previous policies and is anticipated to bolster Vietnam’s national strategy for rural development, underscoring the government's dedication to cultivating modern, sustainable, and inclusive rural communities.
