The Kremlin has firmly denied claims attributed to U.S. intelligence that Russian President Vladimir Putin aims to seize all of Ukraine and expand control into parts of Europe that once belonged to the former Soviet Union. Moscow described these conclusions as false and said they misrepresent Russia’s intentions.
The response came after a Reuters report last week cited six unnamed sources who said U.S. intelligence agencies believe Putin has not given up on broader territorial ambitions. According to that report, American analysts warned that Russia’s goals may go beyond its current military campaign in Ukraine.
Kremlin spokesman Dmitry Peskov addressed the issue on Monday, saying Moscow could not judge how reliable the anonymous sources quoted by Reuters were. However, he added that if the report accurately reflected U.S. intelligence thinking, then those conclusions were simply wrong. Peskov said clearly that Russia does not have plans to capture all of Ukraine or reclaim former Soviet territories in Europe.
Russia launched its full-scale military operation in Ukraine in February 2022. Since then, Russian forces have taken control of roughly one-fifth of Ukrainian territory. This has led many European and Ukrainian leaders to accuse Putin of having ambitions that extend beyond Ukraine’s borders.
Putin himself has never publicly stated that he wants to conquer all of Ukraine. However, he has warned several times that Russian forces could advance further if Ukraine does not agree to give up the remaining parts of the eastern Donbas region that are still under Kyiv’s control. Moscow views the Donbas as a key strategic and political issue in the conflict.
The Kremlin has repeatedly argued that the expansion of NATO towards Russia’s borders is a major security threat. Many eastern European countries that were once part of the Soviet bloc are now members of the Western military alliance. Russian leaders say this shift has changed the security balance in Europe and forced Moscow to defend its interests.
Putin has also said that Russia does not seek to restore the Soviet Union or start a war with NATO countries. Earlier this month, he stated that Russia does not want a conflict with Europe, but warned that Moscow would respond strongly if it were attacked.
The sharp disagreement between U.S. intelligence assessments and Russia’s official position highlights the deep mistrust that continues to shape relations between Moscow and the West. As the war in Ukraine continues, competing narratives about Russia’s long-term goals remain a central part of the global debate over security and stability in Europe.
