Indian Army Re-establishes Communication in Sri Lanka After Floods

Severe flooding in Sri Lanka due to Cyclone Ditwah has isolated many communities and disrupted existing communication systems. In an impressive display of technological aid, the Indian Army has successfully restored vital communications in the affected areas by deploying satellite internet services. Through a collaboration with Airtel and utilizing Eutelsat's OneWeb Low Earth Orbit (LEO) satellite network, this initiative underscores the crucial role of satellite connectivity in disaster relief.

The floods brought on by Cyclone Ditwah severely impacted ground communication, isolating affected communities and complicating rescue efforts. Under Operation Sagar Bandhu, India's Humanitarian Assistance and Disaster Relief mission, OneWeb satellite terminals were deployed to recreate secure, high-speed internet connections. This enabled ongoing telemedicine services with specialist doctors in India, ensuring timely medical guidance for those in urgent need. Furthermore, this connectivity facilitated the coordination of rescue operations, management of logistics, and provision of real-time situational updates.

This operation serves as a significant example of how satellite internet can enhance disaster resilience. Traditional communication methods often fail in extreme weather events, but LEO satellites provide quick deployment, comprehensive coverage, and minimal latency, effectively bridging communication gaps during crises. Eutelsat's Regional Vice President for APAC, Neha Idnani, stated that maintaining reliable communications in emergencies is essential for saving lives and supporting critical services.

Although this mission has proven successful, challenges remain for the wider adoption of satellite internet in India. Eutelsat currently operates under a restrictive testing license, while other providers like SpaceX's Starlink await regulatory clearance to enter the Indian market. Experts believe that widespread availability of satellite broadband could transform connectivity in remote areas and disaster-affected regions, but hurdles like licensing issues and security concerns persist. Nonetheless, the Indian Army's collaboration with Eutelsat and Airtel highlights the significant impact satellite technology can have in humanitarian efforts.

Operation Sagar Bandhu, initiated on November 28, signifies India's commitment as a leading emergency responder. More than 53 tons of relief materials were sent, with NDRF teams deployed and Navy and Air Force resources facilitating the evacuation of stranded civilians, including foreigners. Over 2,000 Indian citizens were lifted to safety, emphasizing India’s strategic role in the Indian Ocean region in alignment with its Neighbourhood First policy and Vision MAHASAGAR initiative.

As climate-related disasters grow more frequent and severe, resilient communication networks will be indispensable for effective disaster management. Options like OneWeb and Starlink provide a crucial lifeline when traditional infrastructure fails. India faces the challenge of establishing a regulatory framework that addresses security concerns while promoting technology, unlocking the enormous potential of satellite broadband for various applications.

This significant deployment during the flooding in Sri Lanka showcases the impact of technology, strategic planning, and international collaboration in saving lives and assisting communities during their most vulnerable times, setting a new standard for future disaster response operations.
