India has successfully concluded a remarkable $2 billion agreement to lease a nuclear-powered attack submarine from Russia, marking a significant advancement in its naval initiatives. The deal, which was reached after nearly ten years of discussions, aligns with Russian President Vladimir Putin's visit to New Delhi, spotlighting the ongoing strategic partnership between the two countries. In November, Indian officials inspected the submarine at a Russian shipyard, and it is anticipated that the vessel will arrive within the next two years, although the intricate nature of the project might prolong this timeline.
While the submarine won’t be used in combat during the lease period, it is set to provide vital training for Indian sailors and enhance the nation’s nuclear submarine operations as India works on its own fleet. Currently, there are 17 diesel-electric submarines in service, but nuclear options offer significant advantages such as increased size, enhanced underwater endurance, subtlety in operation, and improved strategic deterrent capabilities. India has also established submarine-launched ballistic missiles (SLBMs), which contribute to its triad capabilities across land, sea, and air.
The Chief of Naval Staff, Dinesh K Tripathi, noted that the new attack submarine will be commissioned soon and will surpass the existing two nuclear submarines in the Indian Navy in size. The Russian submarine will be leased for a decade, including maintenance and operational support, following a pattern seen with previous Russian leases that returned after a similar duration.
The Indian Ocean has gained increasing importance in global strategic interests, with countries like Australia collaborating with the US and UK through the AUKUS pact to develop advanced nuclear submarines. Only a few nations, including the US, UK, France, China, and Russia, can operate nuclear-powered submarines, with South Korea also exploring similar vessels in cooperation with the US.
Despite forging closer defence and strategic ties with the United States and European allies, India retains a robust relationship with Russia. The decision by Prime Minister Narendra Modi to lease nuclear submarines from Russia illustrates India's adeptness in balancing relationships with global powers while acquiring essential military capabilities. Anticipation mounts for the country's third ballistic missile submarine to join its naval nuclear forces in the coming year, alongside plans for constructing two more nuclear-powered attack submarines.
This submarine deal not only fortifies India's naval prowess but also emphasizes its strategic autonomy, enabling it to advance in defence technology while maintaining a careful balance in international relations. The leased vessel will provide an opportunity for India to train personnel, refine operational strategies, and facilitate the future expansion of its nuclear submarine fleet, which is becoming increasingly vital for the security of the Indian Ocean region.
This pivotal agreement emerges during a time when India is strengthening its relations with the US, demonstrating its capability to cultivate strong ties with various global powers while furthering its national security objectives. The submarine lease reflects India's strategic foresight and commitment to enhancing its maritime strength through enduring partnerships and technological innovation.
