Ghazala Hashmi Elected Virginia Lieutenant Governor; Historic First for Muslim and South Asian Community

Democrat Ghazala Hashmi has won Virginia’s lieutenant governor contest, defeating Republican John Reid. Her victory marks the first time a Muslim and a person of South Asian heritage will serve in this statewide role in Virginia.

Hashmi first entered Virginia politics in 2019 by capturing a Republican-held state Senate seat, an outcome viewed as a significant upset. Since then, she has built a reputation as a policy advocate focused on education, healthcare access and social equity. In 2024 she was named Chair of the Senate Education and Health Committee, where she advanced Democratic priorities including reproductive rights and measures to strengthen public schools.

Her departure from the state Senate leaves the 15th District seat vacant; a special election will determine her successor.

Early Life and Education

Born in Hyderabad, India, in 1964, Hashmi is the daughter of Professor Zia Hashmi and Tanveer Hashmi. Her father studied at Aligarh Muslim University and later earned a PhD in International Relations from the University of South Carolina, ultimately directing the Centre for International Studies. Her mother graduated from Osmania University’s Women’s College and pursued a career in education.

Hashmi moved to the United States at age four to join her father in Georgia. A high-achieving student, she finished high school as valedictorian and received multiple scholarships. She earned a BA with honors from Georgia Southern University and completed a PhD in American Literature at Emory University.

Academic and Family Life

In 1991, Hashmi and her husband, Azhar Rafiq, settled in the Richmond area, where they raised two daughters, Yasmin and Noor. Both daughters attended Chesterfield County public schools and later graduated from the University of Virginia.

Hashmi spent nearly thirty years in higher education, teaching at the University of Richmond and at Reynolds Community College. At Reynolds she established the Center for Excellence in Teaching and Learning (CETL), leading efforts to modernize teaching methods and support faculty development.

Leadership and Vision

Across her career, Hashmi has emphasized policies that expand educational opportunity, increase healthcare accessibility and address environmental justice. Her emphasis on inclusion and equity has earned broad recognition and positioned her among Virginia’s prominent progressive leaders.

Her election to the lieutenant governor’s office represents a notable advancement for representational diversity in U.S. state government. Hashmi’s path from Hyderabad to statewide office underscores the rising role of Indian-American voices in American public life.
