Sudan's ongoing civil conflict faces another significant hurdle as General Abdel-Fattah Burhan, the military's leading figure, has publicly dismissed a ceasefire initiative proposed by international mediators. This initiative was put forth by the Quad, which includes the United States, Saudi Arabia, Egypt, and the United Arab Emirates, aiming to resolve the conflict that has ravaged Sudan for over two years.

In a video statement released on Sunday, General Burhan expressed vehement opposition to the ceasefire proposal, calling it “the worst yet” while accusing the mediators of partiality. He argued that the plan disproportionately benefits the Rapid Support Forces (RSF), the primary rebel faction opposing the Sudanese military, criticising stipulations that would disband certain security entities and allow the RSF to retain its influence.

Understanding the Conflict

The armed conflict commenced in April 2023, igniting hostilities between the Sudanese Armed Forces and the RSF. This conflict quickly escalated, spreading destruction throughout Khartoum and other regions, resulting in significant casualties. The UN estimates that the war has led to over 40,000 deaths, while aid organizations suggest the true toll could be even higher.

This upheaval has sparked one of the world's gravest humanitarian crises, displacing over 14 million individuals and worsening food shortages, outbreaks of diseases, and starvation across many areas.

Burhan has asserted that he will only entertain a ceasefire if the RSF vacates urban zones entirely and insists that displaced citizens must be allowed to return home safely before any political dialogue can commence. He has also refuted allegations from global figures suggesting the military's involvement in using chemical weapons or connections with Islamist factions.

Rebel Group's Approval of the Proposal

Conversely, the RSF has endorsed the ceasefire, with General Mohammed Hamdan Dagalo reaffirming their commitment to a humanitarian truce spanning three months, anticipated to be followed by extended political discussions aimed at alleviating civilian suffering.

Global Reactions and Continued Efforts

The United Nations has strongly urged both parties to halt hostilities immediately and facilitate humanitarian access to impacted populations. António Guterres has stressed the necessity for “safe and unimpeded access” for aid and cautioned against proliferating arms and combatants into Sudan.

In the U.S., focus on Sudan has intensified, with former President Donald Trump expressing willingness to support peace initiatives following talks with Saudi Arabia's Crown Prince Mohammed bin Salman.

Moreover, allegations against the UAE continue to persist, with human rights organizations and U.S. intelligence suggesting the UAE has been arming the RSF, even as the UAE denies these claims, complicating the pathway to peace.

Future Prospects for Sudan

Sudan remains enveloped in instability, with no clear resolution in sight. General Burhan's rejection of the ceasefire raises concerns that conflict may persist, exacerbating the humanitarian disaster. However, with the RSF open to the truce and mounting international pressure, there exists the potential for balanced peace discussions to recommence.

As millions of individuals bear the brunt of this tragedy—displaced and in desperate need of assistance—the global community closely monitors developments, hoping for effective resolutions that prioritize the rights and safety of all Sudanese citizens.
