Canadian Intel Officer Freed Amid Espionage Allegations

A military officer from Canada’s counter-intelligence department, accused of leaking classified information, has been released under stringent conditions, sparking national security alarms.

Master Warrant Officer Matthew Robar, with 24 years of service in the Canadian Armed Forces, faces eight charges per the National Defence Act, the most significant being the unlawful disclosure of “special operational information” to an undisclosed foreign entity.

Appearing before a military court in Gatineau, Quebec, shortly after his arrest by military police, Robar had been detained at Garrison Petawawa prior to his conditional release. Due to the case's sensitive nature, numerous specifics remain confidential, with the Department of National Defence refraining from disclosing information about the foreign entity involved.

Military Judge Colonel Nancy Isenor authorized Robar’s release, incorporating rigorous restrictions. His release order comprises both classified and public stipulations. Among the imposed conditions, Robar must relinquish his passport and refrain from any contact, whether direct or electronic, with the unidentified foreign entity, potential witnesses, and certain Canadian military personnel.

Further, Robar is barred from interacting with personnel from the Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE), Canada’s cyber-intelligence authority. He’s not permitted to discuss his case with members of Canadian Forces Intelligence Command or share information related to the allegations on social media.

Robar has already faced previous detention earlier this year. He was held for 24 hours in October without any charges before being released under conditions. His recent re-arrest on December 10 has been publicly confirmed by the military’s provost marshal.

Before these criminal allegations, Robar was involved in an internal disciplinary issue within his unit leading to a reprimand, despite receiving limited information regarding the accusations, which involved disobedience of lawful orders and unauthorized conduct.

The proceedings will continue within Canada’s military judicial system and are expected to attract significant attention as they advance.
