Dubai is taking a bold step to enhance educational stability and professionalism with the Knowledge and Human Development Authority’s (KHDA) new 90-day notice rule for teachers. This policy aims to curb sudden, disruptive teacher resignations that have long challenged private schools, ensuring students receive consistent guidance throughout the academic year.
The 90-day rule requires teachers who resign mid-term but do not fulfill all resignation criteria—such as serving their full notice period, leaving only at term-end, and completing the mandatory exit survey—to undergo a 90-day waiting period before accepting a new Appointment Notice at another KHDA-licensed school.
This cooling-off period discourages abrupt exits and reinforces accountability, allowing schools to better manage staffing transitions and safeguard students’ learning continuity.
Schools are rapidly updating their human resource systems to comply with the new mandate. Stacey Cartwright, Head of HR at Taaleem, explained how contract management and HR workflows are being aligned to track notice periods accurately and facilitate smooth teacher transitions.
Exit surveys, a key compliance tool, are being expanded for deeper insights into turnover patterns. This data supports not only regulatory compliance but also schools’ internal improvements in retaining quality teaching staff.
Historically, the sudden departure of teachers mid-term has caused significant disruption in classrooms. Punit MK Vasu, CEO of The Indian High Group of Schools, acknowledged the rule as a necessary reform addressing an unhealthy recruitment culture that impacted students most severely.
Abrupt exits often left students without regular teachers, damaging their academic progress and wellbeing. The new policy introduces transparency, fairness, and professionalism, ensuring teachers complete their commitments responsibly.
While the rule enforces responsibility, it allows case-by-case flexibility for extenuating circumstances like family relocations. Schools and KHDA emphasize fairness, balancing institutional needs with teacher well-being.
Teachers now must plan notices carefully and complete exit surveys—key to unlocking transfer eligibility.
Stable classrooms mean uninterrupted learning and stronger student-teacher relationships. Parents can rest assured their children will be taught by dedicated, present, and qualified teachers.
Deepika Thapar Singh, Principal of Credence High School, said these reforms reduce teacher turnover and improve recruitment standards, contributing to enhanced educational quality.
