Dubai is preparing to implement a new rule regarding the identification of delivery motorcycles and e-bikes, a crucial change in the regulation of the city's burgeoning delivery industry. For the first time, these vehicles will be mandated to have a front license plate, abolishing the longstanding norm of rear-only plates.
The regulation is slated to take effect at the end of December, with a phased approach to its adoption. Instead of an abrupt citywide shift, this requirement will gradually be instituted as delivery vehicle licenses are renewed, replaced, or reissued, ensuring a seamless transition for those managing large delivery fleets.
Designed for easy recognition, the front plates will feature a gold background with black text, including a distinctive code, ‘9’, denoting motorcycles and e-bikes designated for delivery services. All qualifying vehicles will receive a unified number upon their initial registration, as well as during renewals or replacements due to damage or loss.
This regulation specifically targets vehicles engaged in commercial delivery activities, such as parcel and document deliveries, order management, and rental services. Personal motorcycles and bikes intended for private use remain unaffected by this change.
Officials indicate that this initiative forms part of a broader strategy to enhance oversight of the rapidly growing delivery sector, which has surged alongside online shopping and food delivery services. Improved identification from both the front and rear is anticipated to facilitate better monitoring, enable enforcement teams to operate more effectively, and promote overall road safety.
This announcement follows earlier measures directed at delivery riders, which included restrictions on utilizing specific fast lanes on multi-lane roads. Collectively, these steps are aimed at mitigating risks on busy streets while ensuring more efficient traffic flow for every road user.
By applying regulations in a thoughtful and structured manner, Dubai remains committed to evolving its transport policies to align with the dynamic demands of urban mobility, prioritizing safety and accountability.
