Dubai, UAE – October 28, 2025: At the 2025 Asia Pacific Cities Summit and Mayors’ Forum, held in the Middle East for the first time, the Government of Dubai unveiled a pavilion that chronicles the emirate’s evolution from a regional trading port into a major global city.
The Government of Dubai Pavilion at Expo City Dubai uses an interactive 3D installation to guide visitors through defining stages of the city’s development. The exhibit traces infrastructural milestones including the expansion of Dubai Creek, the establishment of Jebel Ali Port, the global connectivity enabled by Dubai International Airport, and the emergence of the Dubai World Trade Centre.
The summit convened representatives from more than 350 cities worldwide, including around 150 mayors and 200 senior municipal officials, to exchange approaches to urban innovation, sustainability and smart-city policy.
Central to the pavilion is a luminous 3D map that frames Dubai’s urban narrative, spotlighting signature projects such as the Burj Khalifa, Burj Al Arab, the Museum of the Future, the Mohammed bin Rashid Al Maktoum Solar Park and Expo City Dubai, and linking them to the emirate’s wider sustainability ambitions.
The display also outlines Dubai Plan 2033, which integrates the Dubai Economic Agenda D33 and Dubai Social Agenda 33 with the Dubai 2040 Urban Master Plan, setting out a coordinated strategy for economic growth, social welfare and environmental management.
Attendees are presented with concrete performance indicators: a reported 99.5% digitalisation rate for government services, an international airport handling in excess of 92 million passengers annually, and a metro network serving more than two million trips a day — metrics the pavilion cites as evidence of the city’s emphasis on efficiency and connectivity.
The pavilion’s concept draws on the words of His Highness Sheikh Mohammed bin Rashid Al Maktoum: “I sought to paint only one living masterpiece: Dubai.” Its narrative is organised around six strategic pillars — Safety, Ambition, Quality Living, Culture, Efficiency and Opportunities — each reflecting policy priorities for inclusive, sustainable development.
As international delegates tour the installation, Dubai presents a clear line: its transformation is a deliberate combination of infrastructure, governance and social planning aimed at shaping a resilient, people-centred metropolis.
