Dubai Launches Project Management Program to Train 500 Emiratis

Dubai Municipality, in partnership with the New Economy Academy (NEA), has launched a new program called the Project Management Experts Programme. The main goal of this program is to train and license 500 Emiratis so they can manage housing construction projects efficiently. This initiative is a major step in giving Emiratis more opportunities to participate in building homes and improving the country’s construction and housing sector.

The program is part of the “The Emirates: The Startup Capital of the World” campaign, an ambitious initiative led by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President, Prime Minister, and Ruler of Dubai. The campaign aims to make the UAE one of the world’s top hubs for entrepreneurship, innovation, and professional skills development.

A press conference held in Dubai shared the full details of the program. The event was attended by Marwan Ahmed Bin Ghalita, Director-General of Dubai Municipality, and Dr. Laila Faridoon, CEO of the New Economy Academy. The program is supported by the Ministry of Economy and Tourism, and many government and private organizations, business incubators, accelerators, and universities are participating.

Participants in the Project Management Experts Programme will learn how to manage the full lifecycle of residential housing projects, from planning and designing to construction and final execution. The training also focuses on helping homeowners build their homes successfully while avoiding mistakes and disputes.

By completing the program, participants will receive a certificate from NEA and an official project management license from Dubai Municipality. This recognition allows them to work as certified project managers, either by joining other companies or starting their own businesses. It also opens doors for sustainable income opportunities and career growth.

Marwan Ghalita said the program is designed for Emiratis with experience in construction. Retired professionals with engineering or technical expertise are also encouraged to join and assist new homeowners. He emphasized that this initiative is part of Dubai Municipality’s commitment to enhancing housing projects, improving living standards, and supporting family stability in line with the Dubai Social Agenda 33.

Dr. Laila Fareedon explained that the program is a valuable investment in human skills. Participants not only gain technical knowledge but also learn to create income opportunities and provide expert advice to homeowners. The program trains them to communicate effectively with property owners, contractors, consultants, and municipal authorities, ensuring projects run smoothly and efficiently.

The program’s first edition will run from 21st to 27th October and includes five main training tracks:

  1. Introduction to Project Management – Understanding the basics, ethics, and responsibilities of a project manager.
  2. Contract, Plan, and Cost Management – Learning about contracts, project planning, budgeting, and financing procedures.
  3. Field-Based Supervisory & Practical Application – Hands-on experience in monitoring construction sites and managing projects.
  4. Stakeholder Communication & Dispute Resolution – How to handle disagreements, communicate with all involved parties, and maintain smooth operations.
  5. Final Assessment – Testing the ability to manage real-world housing projects effectively.

During the training, participants will cover important topics such as municipal regulations, financing methods, contract evaluation, safety standards, reading construction drawings, work acceptance, risk management, and legal procedures. Experienced project management experts will guide the participants and share practical knowledge from real construction projects.

Enrollment for the program is open online, and it is designed to help Emiratis reduce disputes between homeowners and consultants, streamline housing projects, and ensure high-quality construction. By the end of the program, participants will be fully equipped to manage housing projects professionally and contribute to Dubai’s infrastructure development and the national economy.

This initiative is a significant step towards empowering Emirati talent, improving the housing sector, and strengthening Dubai’s position as a leader in sustainable and high-quality residential construction.
