Mark Carney Indicates Updates to Federal Public Service Office Policy

Prime Minister Mark Carney has signaled that new return-to-office protocols for public servants will soon be established by the federal government. In the weeks ahead, consultations with public sector unions will help shape the specifics regarding in-office work resumption.

While addressing the media alongside Ottawa Mayor Mark Sutcliffe, Carney remarked, “There will likely be varying levels of return based on factors like seniority, specific roles, and individual capacity. We anticipate unveiling a clearer strategy in the near future.”

The Prime Minister underscored the necessity for a robust public service, particularly amid economic and political upheavals, stressing that employees require access to office environments and necessary tools to effectively fulfill their roles.

Since the onset of the COVID-19 pandemic in 2020, the federal government has been navigating between in-person and hybrid work formats. The latest policy update from May 2024 mandated that employees eligible for hybrid work spend a minimum of three days on-site weekly, while executives were required to appear for four days to better support their teams.

Mayor Sutcliffe expressed a positive outlook on increasing in-office days, citing enhancements in public transport and urban infrastructure that could bolster a more dynamic downtown environment.

Conversely, federal unions have voiced apprehensions regarding inadequate office space and the practicality of a complete five-day return. Nathan Prier, president of the Canadian Association of Professional Employees, described last year's rollout as poorly executed and cautioned against a repeat of such errors. Alex Silas, national vice-president of the Public Service Alliance of Canada, echoed concerns, highlighting that many buildings are currently unable to support full-time occupancy.

As discussions progress, both the government and unions are aiming for a balanced solution that serves the needs of public servants while ensuring efficiency within federal departments.
