Canada Becomes First Non-EU Member in EU Defence Initiative

Canada has now officially entered the European Union’s €150 billion ($170 billion) defence programme, SAFE, setting a precedent as the first non-European nation to engage in this initiative. Prime Minister Mark Carney expressed that this decision will pave the way for significant opportunities for Canadian defence manufacturers and also assist in bridging vital capability gaps in European security.

Launched earlier this year, SAFE aims to bolster EU defence preparedness by 2030, concentrating on critical sectors like missile systems, artillery, drones, cyber warfare, air and missile defence, maritime security, and space asset protection. Typically, joint projects necessitate that around 65 percent of components be manufactured within the EU, although partner nations like Canada might be eligible for exemptions.

Carney pointed out that joining SAFE is consistent with Canada’s larger strategy to diversify its military acquisitions and minimize dependence on the United States, especially considering the recent trade disputes. Negotiations between the EU and the UK regarding UK participation in SAFE concluded last week without consensus, primarily due to differences over financial commitments.

Canada’s involvement in SAFE is anticipated to enhance transatlantic defence connections, broaden opportunities for Canadian suppliers, and draw European investment into the national defence landscape.
