Taiwan’s Foreign Minister Lin Chia-lung has voiced objection to fresh conditions Beijing has attached to the island’s involvement in the 2026 Asia-Pacific Economic Cooperation (APEC) meeting planned for Shenzhen. Lin said China has backtracked on a written assurance from 2024 that had promised Taiwan equivalent participation and guarantees for the safety of its delegation.
APEC remains one of the limited international platforms where Taiwan can take part despite most members not recognizing it as a sovereign state. Taipei appears under the name “Chinese Taipei” and traditionally does not send its president to avoid politicising the forum. The dispute over the 2026 summit unfolds against a backdrop of heightened tensions and increased Chinese military activity near the Taiwan Strait.
China’s foreign ministry has stressed that any Taiwanese presence must adhere to the “one China” framework — a position rejected by Taipei, which says Beijing cannot represent Taiwan abroad. Lin argued the newly imposed conditions breach the written commitment reached at the 2024 Peru APEC meeting and pledged that Taiwan will defend its participation rights while coordinating with like-minded partners to respond.
Taiwan’s APEC ties have long been sensitive. When China hosted APEC in 2014, relations with Taipei were comparatively cooperative under President Ma Ying-jeou, yielding significant trade and tourism agreements. By contrast, Taiwan staged a boycott in 2001 amid disputes over its delegation arrangements.
As Taiwan navigates its role in next year’s summit, officials are balancing international engagement with the reality of Beijing’s diplomatic and military pressure. The episode underscores persistent cross-strait friction and the difficulties Taipei faces in maintaining its international presence.
