In a significant legal battle, a federal trial has commenced in New York City, centering on claims that a location in Manhattan’s Chinatown functioned as a clandestine outpost for the Chinese government. This facility is accused of surveilling and intimidating pro-democracy activists residing in the United States. Prosecutors assert that the center operated under directives from Chinese authorities, while the defense contends it served solely as a community hub for Chinese immigrants.

The defendant, Lu Jianwang, 64, a US citizen originally from Fujian, China, appeared before a federal court in Brooklyn on Wednesday. Prosecutors allege that Lu acted as an unregistered foreign agent for the Chinese regime, aiding in the establishment of an overseas police station in New York in 2022.

According to the federal claims, this alleged outpost functioned from a six-story structure in the heart of Chinatown. The office purportedly displayed a banner stating “Fuzhou Police Overseas Service Station, New York USA” and was utilized to pressure Chinese dissidents and critics residing in the United States.

Federal prosecutors have asserted that the station was linked to the Chinese Ministry of Public Security, functioning as one of various overseas installations created globally to monitor individuals deemed opponents of the Chinese state. Furthermore, they alleged that Lu maintained contact with Chinese officials through WeChat.

Defense counsel vehemently denied these allegations, arguing that the office mainly served as a cultural and social center for Chinese immigrants. They claim local individuals congregated there for recreational activities, aiding fellow Chinese citizens in renewing their driver’s licenses remotely amid COVID-19 restrictions.

Lu’s attorney characterized the situation as a matter of administration rather than espionage. They contend that Lu never affiliated with Chinese intelligence and lacked connections to the Communist Party, arguing that he is being unfairly singled out due to his community affiliations.

The Manhattan office was raided by the FBI in October 2022 following tips from groups tracking alleged Chinese transnational repression. Lu is reported to have acknowledged deleting WeChat messages tied to Chinese officials. Nevertheless, the defense challenged the credibility of the investigation, highlighting that Lu’s interviews with federal agents lacked formal recording.

This case has attracted considerable public interest, reflecting escalating tensions between the US and China over concerns regarding foreign influence, surveillance, and political coercion. US officials have frequently accused China of striving to silence dissent abroad, while Chinese authorities categorically reject these claims.

Outside the Brooklyn courthouse, numerous supporters gathered with American flags and placards endorsing Lu. Many believe the case unjustly targets Chinese Americans, promoting anxiety among immigrant communities. The trial is projected to last several weeks, with both prosecutors and defense securing opportunities to present evidence and witness accounts.
