Liberal MP Steven Guilbeault has announced his resignation from the federal cabinet following the signing of a memorandum of understanding (MOU) with Alberta aimed at advancing a new bitumen pipeline to British Columbia's coast.
In his statement, Guilbeault, who held the roles of official languages minister and minister of Canadian identity and culture, emphasized that he entered politics to combat climate change and protect the environment. “Environmental issues must remain a priority,” he stated, voicing his opposition to the new agreement.
The MOU, executed by Prime Minister Mark Carney and Alberta Premier Danielle Smith, commits Ottawa to support a pipeline that would transport one million barrels of oil daily from Alberta to a Pacific Coast export terminal, primarily aimed at Asian markets.
Guilbeault raised concerns about environmental impacts, notably the suspension of federal oil and gas emission caps and the revocation of certain Clean Electricity Regulations that he previously advocated as environment minister. He reiterated his dedication to climate action and a sustainable future.
The agreement stipulates that Alberta will boost its industrial carbon price from $95 to no less than $130 per tonne, as both governments aspire to achieve net-zero emissions by 2050. Critics argue that this deal could expedite conventional energy production.
Carney characterized the agreement as “co-operative federalism” and acknowledged Guilbeault's contributions to the cabinet despite differing views, valuing his continuing role as a Liberal MP representing his Montreal riding in the House of Commons.
Following Guilbeault's resignation, Alberta officials welcomed the news, and federal Energy Minister Tim Hodgson commended his commitment and accomplishments. Previously a Greenpeace activist and co-founder of Équiterre, Guilbeault has been a steadfast opponent of various pipeline initiatives, including the Trans Mountain expansion.
His resignation has garnered political attention, with Green Party Leader Elizabeth May extending an invitation for him to join her party, citing their shared commitment to climate action as a potential ground for collaboration.
