Economic Implications of F-35 Maintenance Hub in Quebec

Various firms engaged in the F-35 initiative are urging both Canadian and Quebec authorities to highlight prospective economic advantages, such as establishing a maintenance hub close to Montreal. However, these benefits are contingent upon Canada’s decision to acquire the complete fleet of 88 aircraft.

L3Harris Technologies Canada is advocating for its Mirabel location to function as a maintenance facility for the F-35 fleets of both Canada and the U.S., dependent on government funding for security enhancements and approval from the U.S. The company currently maintains Canada’s CF-18 jets, which are slated for retirement.

“We aim to be prepared to accept U.S. F-35s by 2028-29,” stated Richard Foster, vice-president of L3Harris and a former major-general in the RCAF. Upgrades to the facility might require an investment of around $200 million and could safeguard approximately 1,500 direct jobs and 3,500 indirect ones.

Currently, Ottawa’s commitment includes only 16 jets, casting doubt on the future of the remaining order. Additionally, Saab’s Gripen aircraft, potentially to be assembled in Canada, are also under consideration.

Industry Minister Mélanie Joly has stressed the government’s objective to maximize the economic returns from military acquisitions. Lockheed Martin has indicated that Canada’s industrial benefits will largely rely on the total number of jets purchased.

The Quebec government is keeping a close watch on both scenarios, pursuing initiatives that promise substantial local economic advantages.
