During the 29th Saint Petersburg International Economic Forum (SPIEF 2026), Vietnam and Russia reaffirmed their dedication to enhancing bilateral cooperation in various sectors, including energy, trade, investment, education, and regional development. High-level meetings emphasized the enduring strategic partnership and mutual interests in expanding collaboration within emerging sectors.
Vietnam's Standing Deputy Prime Minister Pham Gia Tuc engaged with Russian Deputy Prime Minister Alexander Novak to assess the progress of significant economic projects and explore new collaborative opportunities. Russian officials noted the robust development of economic ties between the nations, particularly emphasizing the crucial role of energy cooperation in the oil and gas sector, a central aspect for over four decades.
The discussions also spotlighted successful joint ventures like Vietsovpetro and Rusvietpetro, seen as exemplary models of effective partnership. Russian officials welcomed recent agreements aimed at enhancing oil and gas exploration in both Russian territory and Vietnam's continental shelf, further solidifying their long-term energy collaboration.
Energy transition and future electricity-generation projects were major topics, with Deputy Prime Minister Novak expressing Russia’s support for the Ninh Thuan 1 Nuclear Power Plant project, which is set to play a vital role in Vietnam’s energy security and diversification strategy. Both nations are keen to investigate further opportunities in gas-fired power generation, wind energy, and renewable energy initiatives.
Pham Gia Tuc reaffirmed Vietnam's intention to promote a conducive investment climate for international partners, including businesses from Russia. He urged enterprises from both countries to share information, develop projects, and create partnerships that align with the priorities of their economies. The leaders also discussed strategies to eliminate obstacles affecting existing initiatives and facilitate future investments.
In a separate dialogue, Deputy Prime Minister Pham Gia Tuc met with Alexander Beglov, who commended Vietnam’s recent developmental successes and reiterated Saint Petersburg’s commitment to enhancing local-level cooperation. The two leaders explored avenues for expanding trade, tourism, education, cultural exchanges, and workforce development between Saint Petersburg and various Vietnamese provinces.
The meetings culminated in a mutual commitment to deepen collaboration in science, technology, education, investment, and transportation. Both parties expressed support for improving direct air connectivity, broadening student exchange programs, and encouraging cultural exchanges to further reinforce the historical friendship between Vietnam and Russia.
