New Framework for Vietnam's National Scholarship Fund Unveiled

Vietnam is set to implement new guidelines for the creation and governance of a National Scholarship Fund aimed at aiding gifted students and enhancing the country’s educational growth strategy. The Ministry of Education and Training has published a draft decree for public feedback as part of efforts to refine Vietnam’s scholarship framework.

The ministry notes that the existing scholarship framework is fragmented and primarily offers short-term aid. Officials highlighted the absence of a national mechanism that could effectively identify and continuously support talented students while coordinating scholarship resources across various education levels.

The envisioned National Scholarship Fund seeks to function as a long-term policy instrument that supports students from secondary levels up to postgraduate studies. Authorities are optimistic this fund will foster a more cohesive and transparent scholarship system, enhancing the development of high-quality human resources essential for Vietnam’s economic and technological advancement.

According to the proposed decree, the fund will be organized as a non-profit entity with its own legal identity, formal seal, and independent bank account. Financial resources will be managed distinctly to ensure transparency, accountability, and appropriate usage of funds.

Officials have mentioned that initial funding will come from the government budget, with additional funds sought through donations from local and international organizations, businesses, and individuals. This adaptable funding approach aims to stimulate broader engagement in educational advancements.

The draft regulations also seek to eliminate overlap between the National Scholarship Fund and existing state scholarship initiatives. Authorities clarified that educational support or financial aid will not be concurrently issued from multiple government sources.

The scholarship fund is expected to feature five primary programmes focusing on talent development, overseas studies, international collaboration, scholarships for international students in Vietnam, and support for underprivileged student groups. The ministry asserts that the selection process will rely on transparent evaluation criteria, academic achievements, growth potential, and student capabilities.

Vietnamese officials emphasized that the fund aims to prioritize long-term human capital development rather than short-lived educational incentives. The initiative intends to accompany students through their educational journey while promoting creativity, scientific progress, digital transformation, and national competitiveness.

The Ministry of Education and Training indicated that the National Scholarship Fund may also enhance Vietnam’s global educational standing by attracting more international students and fostering opportunities for worldwide academic cooperation. Authorities are confident that this revamped system will significantly bolster Vietnam’s educational landscape and equip professionals for future growth.
