Vietnam is committed to enhancing local governance through modern administrative frameworks, as underlined during the National People’s Council Conference in Hanoi on May 28, 2026. This significant gathering, led by the Standing Committee of the National Assembly, provided a platform to assess progress made from 2021 to 2026 while establishing new objectives for the upcoming 2026-2031 term.
Tran Thanh Man, Chairman of the National Assembly, described the conference as an opportunity to deepen the understanding of local elected bodies' roles in Vietnam’s evolving national landscape. He stressed the importance of not only reviewing past actions but also recognizing challenges, sharing lessons, and developing strategies to enhance governance and service delivery nationwide.
Held both in-person and virtually across 33 provinces and cities, the conference showcased Vietnam’s increasing commitment to digital governance and collaborative administrative practices. Officials scrutinized the effectiveness of People’s Councils at various levels, discussing approaches to bolster efficiency, accountability, and decision-making processes.
Despite facing significant challenges during the 2021-2026 term from the COVID-19 pandemic, climate catastrophes, and global shifts, Vietnam has persisted with key reforms, including decentralization, administrative restructuring, and digital advancements. Local People’s Councils were commended for their resilience and ability to uphold public interests during adverse conditions.
Yet, shared concerns about the two-tier local government system remain, including increased workloads, expansive administrative areas, varied staff capabilities, and insufficient IT infrastructure in certain regions. Vietnamese leaders affirmed their focus on these challenges as they continue progressing with reform initiatives.
Innovation and technology were central themes of the conference, with leaders advocating for the integration of science, AI, and digital resources within the operations of People’s Councils to enhance transparency, public participation, and administrative efficiency. There is a clear push towards a modern governance model that is people-centered and data-driven.
During the event, Vu Dai Thang, Chairman of the Hanoi People’s Committee, outlined the city’s long-term development strategy, emphasizing plans for accelerated digital transformation, infrastructure enhancement, improved public administration, and modern urban transportation systems. He underscored the necessity of fostering a governmental culture that prioritizes responsibility, swift decision-making, and effective service delivery.
In closing, Vietnamese leaders reinforced their dedication to establishing a transparent, efficient governance framework that will support sustainable economic growth and elevate the quality of life for all citizens across the nation.
