In a significant move, the United States has re-listed Palestinian rights advocate Francesca Albanese on its sanctions registry, reigniting contentious discussions surrounding freedom of expression, human rights probes, and the US stance on the Israel-Gaza situation. Serving as the United Nations Special Rapporteur on human rights in the occupied Palestinian territories, Albanese has emerged as a notable critic of Israeli military actions in Gaza.
Reports indicate that the US Treasury Department reinstated Albanese just days after her temporary removal from the list. The Trump administration previously stated that this brief withdrawal did not signal a shift in official US policy. Officials from the US persist in accusing Albanese of endorsing legal actions against both US and Israeli representatives via international entities like the International Criminal Court (ICC).
Albanese was initially sanctioned in 2025 under the Trump administration, with former Secretary of State Marco Rubio announcing punitive actions against her, labeling her initiatives as political and legal assaults against the United States and Israel. The sanctions limited her financial engagements tied to the US, complicating her banking and transnational transactions.
Albanese has consistently denied the allegations, defending her role as part of her UN responsibility to examine human rights in the Palestinian territories. She maintains that the sanctions are politically motivated attempts to suppress criticism of Israel's military operations in Gaza. Human rights organizations and numerous international legal authorities have previously condemned these sanctions, referring to them as intimidation tactics against independent UN investigators.
Earlier this month, a federal judge in the US temporarily halted the sanctions, indicating they likely violated constitutional free speech protections. Following this legal ruling, the US government briefly lifted her listing before reinstating it. The administration is reportedly appealing this prior court decision while asserting that its broader sanctions posture is unchanged.
This recent action is poised to heighten tensions between Washington and various international human rights entities. Advocates for Albanese argue that the sanctions threaten the autonomy of UN inquiries and instill apprehension among officials dealing with sensitive human rights matters. Conversely, critics assert that some of her statements and reports have unjustly targeted Israel, disregarding security issues amid the ongoing conflict in Gaza.
The issue has garnered attention from governments and international organizations throughout Europe and the Middle East. Multiple officials and advocacy groups are demanding enhanced safeguards for UN investigators, whereas others continue to back the US stance against international legal measures directed at Israel. The controversy enveloping Albanese sits within a larger global discussion on accountability, free speech, and the function of international bodies in wartime scenarios.
