The United States has accused Russia of sharply escalating the war in Ukraine at a critical moment when peace efforts are underway. Speaking at an emergency meeting of the United Nations Security Council, U.S. officials warned that Moscow’s recent actions risk widening and intensifying a conflict that has already caused massive human suffering.
The warning followed Russia’s launch of a nuclear-capable Oreshnik ballistic missile near Ukraine’s border with Poland, a member of NATO. The missile strike came during a large overnight attack involving hundreds of drones and dozens of missiles aimed at Ukraine’s energy and civilian infrastructure. It was only the second time Russia has used this powerful new missile, sending a clear signal to Ukraine and its Western allies.
U.S. Deputy Ambassador to the United Nations Tammy Bruce described the move as a “dangerous and inexplicable escalation.” She said the United States strongly condemns Russia’s growing attacks on power plants, heating systems, and other vital services, especially during winter. Bruce also expressed deep concern over the rising number of civilian deaths caused by the war.
Ukraine called for the emergency meeting after last week’s heavy bombardment. The attack came just days after Ukraine and its allies reported progress toward a possible security plan that could support a future U.S.-led peace agreement. Many observers believe Russia’s timing was meant to pressure NATO and weaken Ukraine’s position at the negotiating table.
The missile strike also followed a cooling of relations between Moscow and Washington. Tensions rose after Russia criticized the United States for seizing an oil tanker in the North Atlantic. At the same time, President Donald Trump has shown support for a tough new sanctions package aimed at hurting Russia’s economy and limiting its ability to fund the war.
European leaders joined the United States in condemning Russia’s actions. They called the use of the Oreshnik missile unacceptable and warned that it could push the conflict into a more dangerous phase. Bruce said that at a time when peace is possible, both sides should be working to reduce violence, not increase it.
She also reminded Russia that it voted last year for a U.N. resolution calling for an end to the fighting in Ukraine. “Words are not enough,” she said, urging Russia to match its promises with real action and to engage seriously in peace talks.
Russia’s response was firm and defiant. Its U.N. Ambassador Vassily Nebenzia blamed Ukraine for the lack of progress in diplomacy. He said Russia would continue military operations until Ukraine agrees to what he called “realistic conditions” for negotiations. Nebenzia warned that attacks on Russian civilians would lead to strong retaliation.
Ukraine’s U.N. Ambassador Andriy Melnyk pushed back, arguing that Russia is not as strong as it claims. He said Russia’s economy is slowing, oil revenues are falling, and its image of power is misleading. According to Melnyk, Russia’s show of strength is meant to hide growing weaknesses.
As the war approaches its fourth year, the stakes remain high. Millions have been displaced, cities have been damaged, and energy systems have been repeatedly targeted. While diplomatic efforts continue, recent events show how fragile the path to peace remains.
The coming weeks will be critical. Whether leaders choose dialogue or further escalation will shape not only Ukraine’s future but also security across Europe and beyond.
