United Nations Secretary-General Antonio Guterres has voiced strong opposition to Israel’s recent decision to deny electricity and water to facilities managed by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Confirmed by a UN spokesperson on Wednesday, this action is projected to significantly disrupt the agency’s operations, impeding its ability to deliver crucial aid to Palestinian refugees.
UNRWA is essential in aiding millions of Palestinian refugees throughout the region, providing vital services like education, healthcare, and emergency assistance. The agency’s initiatives heavily rely on a consistent supply of utilities, such as water and electricity, necessary for the functioning of schools, clinics, and various facilities. Cutting these basic services endangers many of these critical programs, risking an escalation in humanitarian crises for already vulnerable populations.
Stephane Dujarric, the spokesperson for Secretary-General Guterres, reiterated that the Convention on the Privileges and Immunities of the United Nations fully applies to UNRWA, its properties, assets, and personnel. He emphasized the inviolability of UNRWA’s assets under international law.
“The Convention on the Privileges and Immunities of the United Nations remains applicable to UNRWA, including its properties and assets, along with its officials and personnel. Properties utilized by UNRWA are inviolable,” Dujarric stated. He remarked that UNRWA is a critical component of the United Nations system and plays a key role in rendering humanitarian support to Palestinian refugees.
The UN's condemnation raises alarms that such actions could heighten tensions and derail ongoing efforts to tackle the complex humanitarian situations in the region. By limiting access to critical utilities, this move might not only obstruct relief operations but exacerbate the hardships faced by displaced Palestinian communities reliant on UNRWA’s assistance.
As stability in the region remains tenuous, international observers and humanitarian groups are urging respect for international regulations and agreements safeguarding UN operations. The UN maintains its call to all involved parties to uphold their obligations and refrain from actions that could threaten humanitarian aid and efforts for peace.
This situation compounds the ongoing challenges encountered by UNRWA, which has repeatedly confronted funding deficits and political strains while striving to sustain essential services for millions of Palestinian refugees. The suspension of utilities poses a significant new hurdle for the agency, raising critical concerns regarding the future of its operations in the region.
