In a dramatic shift in regional politics, Ukraine and Syria have officially restored diplomatic relations following the overthrow of Syria’s long-standing Assad regime. The announcement came after a meeting between Ukrainian President Volodymyr Zelenskyy and Syria’s interim President Ahmed al-Sharaa during the U.N. General Assembly.
Ukraine had cut ties with Syria in mid-2022, and this reconciliation marks a new chapter in cooperation and outreach between the two nations.
Back in June 2022, Syria under Bashar al-Assad recognized the independence of Donetsk and Luhansk, two Russian-backed separatist regions in eastern Ukraine. In response, Ukraine viewed this as a hostile political move and severed diplomatic ties.
Since then, Syria had distanced itself internationally, and both countries remained disconnected on diplomatic, economic, and political fronts.
The turning point came in December 2024, when rebel forces ousted Assad, ending a decades-long rule by his family. The power vacuum allowed new players to emerge, notably Ahmed al-Sharaa, who assumed leadership.
Under al-Sharaa’s new administration, Syria has been signaling openness to rebuilding relations, reversing many of Assad’s policies. This change has opened the door for Ukraine to reengage diplomatically.
On the sidelines of the 80th U.N. General Assembly, the two leaders met and signed a Joint Communiqué to formally reestablish ties. Zelenskyy described the step as “important,” emphasizing Ukraine’s readiness to support Syria’s path to stability.
They discussed areas of cooperation, regional security threats, and the framework for a relationship rooted in mutual respect and trust.
For Syria, the meeting marked the first time a Syrian leader officially attended the U.N. summit at a presidential level in nearly six decades. Al-Sharaa used the platform to call for the lifting of international sanctions and outlined reconstruction plans and reforms introduced since assuming power.
With diplomatic ties back on, Ukraine may resume offering humanitarian aid, trade, and economic engagement. It’s a chance for Syria to begin reintegrating into the global system after years of isolation and conflict.
This move signals Syria’s intention to break away from the old alliances that defined Assad’s era, especially its deep dependence on Russia. Ukraine’s outreach may help tilt Syria’s foreign policy in new directions.
Other nations observing this development may follow suit. It could prompt broader shifts in alliances across the Middle East, encouraging other states to reassess their stance toward Syria now that it’s in transition.
Trust deficit: The history between the two countries is fraught; rebuilding trust will not be easy.
Sanctions & legitimacy: Syria faces the hurdle of sanctions relief and gaining recognition from Western powers.
Security dynamics: The presence and influence of external powers (like Russia, Iran) in Syria will complicate Ukraine’s efforts.
Restoring diplomatic relations between Ukraine and Syria after years of rupture is a clear signal that the post-Assad era is reshaping the political map of the region. For both countries, it’s an opportunity—but also a test—to steer a new path amid uncertainty, conflict legacies, and complex geopolitical pressures.
As the world watches, how effectively this renewed engagement is translated into meaningful cooperation and stability will define whether this is a symbolic gesture or a turning point.
