The United Arab Emirates took part in the 11th Annual Meeting of the BRICS Counter-Terrorism Working Group, held in New Delhi, India, from May 21 to May 22. This gathering marked a decade since the inception of the BRICS counter-terrorism platform.
The delegation was headed by His Excellency Maqsood Kruse, Special Envoy of the Minister of Foreign Affairs for Countering Violent Extremism and Terrorism.
During discussions, the UAE reiterated its robust commitment to fostering international partnerships in the fight against terrorism and violent extremism, while also stressing the need to address the new challenges posed by terrorist entities.
In his remarks, Kruse commended India for hosting the meeting and congratulated it on assuming the BRICS chairmanship for 2026. He emphasized the necessity of global dialogue and collaborative efforts to confront swiftly changing global security threats.
Kruse pointed out that terrorist groups are increasingly leveraging cyberspace, artificial intelligence, and other advanced technologies for recruitment, dissemination of extremist ideologies, and funding their operations. He called for intensified international collaboration to counter these emerging threats.
He emphasized that an effective response to terrorism necessitates a comprehensive approach addressing not only immediate security concerns but also the root causes of extremism.
According to Kruse, the UAE’s agenda prioritizes long-term preventive strategies along with practical measures that tackle the roots of hatred, intolerance, extremism, and terrorism. He also highlighted that the UAE is home to numerous globally recognized institutions and initiatives focused on prevention and collaboration.
As co-chairs with China of the BRICS Sub-Working Group on Preventing the Misuse of the Internet for Terrorist Purposes, the UAE delegation introduced a concept paper detailing methods to bolster international collaboration against the use of digital platforms and emerging technologies by terrorists.
The delegation shared a case study showcasing the UAE’s initiatives against terrorism financing through solid legislative frameworks in line with international standards. The UAE reiterated its steadfast opposition to terrorism and extremism in all their forms.
Kruse called for a balanced, coordinated approach on the international stage that integrates security, development, and human rights. He advocated for enhanced intelligence sharing, robust cybersecurity cooperation, and improved coordination regarding virtual assets and decentralized financial systems to thwart their exploitation by terrorist groups.
On the sidelines, the UAE delegation engaged in bilateral talks with representatives from India, Russia, and China to seek opportunities for more profound cooperation and knowledge exchange in countering terrorism and extremism.
In conclusion, the UAE emphasized its dedication to closely collaborating with BRICS member states and allied nations to bolster global initiatives aimed at eradicating international terrorism and fostering peace, stability, and security worldwide.
