Qatar actively engaged in the fourth round of global discussions aimed at enhancing political commitment to International Humanitarian Law (IHL). This session was facilitated by the International Committee of the Red Cross in Geneva.
The delegation was led by Abdulaziz Mohammed Al Mansouri, Second Secretary at Qatar's Permanent Mission to the United Nations in Geneva. He presided over a significant discussion focusing on “International Humanitarian Law and Peace.”
Al Mansouri pointed out that armed conflict has profound and enduring consequences for societies. He noted that breaches of international humanitarian law exacerbate tensions, erode trust, and complicate efforts toward achieving durable peace.
He stressed that every conflict resolution effort should aim towards restorative peace. All wartime actions must facilitate the community's ability to coexist peacefully post-conflict.
Al Mansouri remarked that the concluding document of this session is designed to convert countries’ insights and experiences into actionable recommendations. These will address all phases of conflict — before, during, and after hostilities.
The initial segment concentrates on reinforcing preventive measures during peacetime, focusing on the protection of vulnerable populations, including the missing, detainees, and deceased individuals, while supporting disarmament initiatives.
The subsequent part underscores the necessity of applying humanitarian law in mediation efforts and ceasefire processes amid conflicts.
The final section pertains to post-conflict recovery, presenting a set of measures to uphold respect for humanitarian law and foster enduring peace.
Qatar co-chairs this important initiative alongside nations such as Saudi Arabia, Bangladesh, Colombia, and Ethiopia, in collaboration with the International Committee of the Red Cross.
