Qatar Judiciary Introduces Digital Transformation Initiative for 2026-2030

The Supreme Judiciary Council has unveiled a comprehensive strategic plan aimed at elevating the efficiency and quality of Qatar's judicial framework via digital evolution, enhanced legal training, and stringent governance protocols.

In remarks to Qatar News Agency, Judge Ahmed Al Mansoori, head of the Judicial Inspection Authority, articulated that their 2026-2030 work program aligns with Qatar National Vision 2030 and seeks to fortify judicial performance nationwide.

Key priorities of this new initiative involve upgrading inspection and performance evaluation systems, improving judicial decisions' quality, fostering transparency and governance, and upskilling judicial staff.

Judge Al Mansoori pointed out significant advancements following the enactment of Law No. 8 of 2023 and accompanying regulatory measures, which expand the Authority's oversight of judicial functions and enhance performance standards.

He acknowledged that a pressing challenge for the judicial sector is adapting to fast-paced technological changes, particularly in electronic systems and digital operations.

The Authority's pivotal role includes monitoring performance metrics, addressing challenges, and proposing reforms to elevate institutional efficacy and judicial outcomes.

Additionally, efforts are underway to bolster public trust in the legal system by upholding integrity, transparency, and impartiality, as well as ensuring proper handling of complaints.

Judge Al Mansoori confirmed that the forthcoming strategy will implement precise and thorough judicial performance metrics integrated with governance standards. Increased utilization of statistics and ongoing evaluation systems will also enhance judicial efficiency.

Continuous training and qualification of judges are crucial elements for improving performance, with training needs assessed through regular inspections and follow-up evaluations.

The Authority is pushing toward digital transformation by adopting sophisticated systems for performance monitoring, data analytics, and report formulation, aiming for increased efficiency and accuracy over traditional practices.

As part of Qatar's digital justice initiative, plans are in motion to broaden the application of modern technologies and artificial intelligence to aid in judicial operations and oversight.

On expediting court proceedings, Judge Al Mansoori remarked that while urgent justice is vital, it should not compromise the quality of judicial outcomes. The Authority is actively working to enhance both areas through updated standards and consistent supervision.

He confirmed the Authority's commitment to strengthening collaboration with judicial entities both domestically and internationally, sharing expertise and adopting global best practices in governance and judicial advancement.

Judge Al Mansoori expressed optimism about the future of Qatar's judiciary, citing robust institutional backing and persistent efforts to establish an advanced digital judicial system that keeps pace with contemporary legislative and technological shifts.

He concluded by announcing several upcoming initiatives, including a judicial governance framework, revised performance metrics, enhanced training modules for judicial personnel, and new publications and research aimed at nurturing institutional growth.
