The State of Qatar has reiterated its appeal for stronger humanitarian diplomacy aimed at safeguarding civilians affected by global conflicts at a prominent United Nations event in New York.
This event was held alongside Protection of Civilians Week 2026, organized by Qatar’s Permanent Mission to the UN in collaboration with the UN Office for the Coordination of Humanitarian Affairs (OCHA) and various international organizations and countries.
Attendees included representatives from the Democratic Republic of Congo, Norway, Sweden, the European Union, the International Committee of the Red Cross, the Qatar Red Crescent Society, Geneva Call, Save the Children, and numerous other humanitarian entities.
The focus of the discussions was on enhancing civilian protection in light of increasingly complex global humanitarian crises.
In a recorded address, HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad emphasized that humanitarian diplomacy is a central aspect of Qatar’s foreign policy. She articulated that Qatar’s approach revolves around constructive dialogue, peaceful conflict resolution, and adherence to international law.
Dr. Al Misnad highlighted mediation as a foundational element of Qatar’s strategy, showcasing its "integrated model" that combines mediation initiatives with swift humanitarian assistance to facilitate effective aid delivery and bolster protection measures in challenging conflict environments.
She pointed out that the challenges surrounding civilian protection are increasingly entwined with political aspects, particularly concerning the respect for international humanitarian law and ensuring that aid effectively reaches those in need.
During her opening remarks, HE Permanent Representative of Qatar to the UN Sheikha Alya Ahmed bin Saif Al-Thani noted that humanitarian assistance is often obstructed while civilians suffer from violations of international humanitarian law.
She underscored the fact that decisions relating to humanitarian corridors and aid distribution are often made without regard for the ground realities. She urged for elevated political and diplomatic endeavors to tackle these challenges.
Sheikha Alya added that humanitarian diplomacy has emerged as a crucial tool for garnering political backing and incorporating humanitarian matters into international dialogues and multilateral frameworks.
Moreover, she reaffirmed Qatar’s dedication to mediation and humanitarian initiatives across various regions, including collaborative efforts in Gaza and support for peace negotiations in the Democratic Republic of Congo.
In the meantime, UN Emergency Relief Coordinator Tom Fletcher called on the international community to leverage political clout and diplomatic measures to ensure better civilian protection, while commending Qatar’s collaboration with OCHA in advancing global humanitarian efforts.
