Qatar, represented by Maryam bint Ali bin Nasser Al Misnad, Minister of State for International Cooperation, played a key role in the Global Partnerships Conference held in London, co-hosted by the UK and South Africa.
This high-profile event gathered officials, ministers, and humanitarian organization leaders from around the world, highlighting pressing global issues.
In her keynote speech, Al Misnad participated in the opening panel moderated by Nemat Shafik, addressing the need for effective systems to tackle modern challenges.
The discussions centered on two main themes: the significant political and developmental changes impacting global dynamics, and the inadequacy of current international cooperation frameworks to address escalating crises. The future, as outlined, requires reforms to enhance the international system.
Al Misnad emphasized Qatar’s commitment to aiding least developed nations, asserting that humanitarian and developmental support is fundamental to Qatar’s foreign policy. She highlighted Qatar’s generous contributions, which include a USD 60 million grant dedicated to supporting development projects in vulnerable regions.
Citing three major crises within a year, she noted Qatar’s mediation efforts in Gaza, reunification initiatives for Ukrainian children, and the support given by the Qatar Fund for Development to over 70 countries facing food, climate, and debt challenges.
Al Misnad pointed out that the current framework for international aid has become ineffective, stressing the need for integrated approaches to humanitarian work, development, and peacebuilding. She highlighted the integral role of Gulf and Arab funds and regional mediators in sustaining global support.
She revealed that Qatar alone dispensed USD 4.8 billion in aid to least developed countries in 2024 and urged for the swift enactment of financial pledges made during the Second Doha World Summit for Social Development.
Looking ahead, Al Misnad proposed a comprehensive roadmap with key priorities, including an evolution from fragmented donor funding to sustainable national platforms led by beneficiary nations, to enhance coordination and promote the Doha Action Plan.
Highlighting the critical importance of investing in social protection and human capital development, she referenced the achievements of the Education Above All Foundation, which has facilitated educational access for over 16 million children across 60 nations.
Al Misnad reiterated the need to bolster humanitarian mediation and ensure unrestricted access to support development initiatives. She noted Qatar’s mediation roles in Gaza, Afghanistan, and Colombia, alongside the launch of the “Humanitarian Diplomacy Initiative” under the Third National Development Strategy.
She concluded her address by reaffirming Qatar’s commitment to being a proactive global partner in humanitarian aid, developmental cooperation, and international reform endeavors.
