Putin's Trip Triggers US Worries About India-Russia Relations

The recent visit of Russian President Vladimir Putin to New Delhi has escalated discussions within the US regarding India’s closer ties with Russia, coinciding with global diplomatic shifts. According to Michael Kugelman, Senior Fellow for South Asia at the Atlantic Council, while India received the visit positively with an array of agreements, it has sparked concerns among US officials about the trajectory of India-Russia interactions.

During the summit, a comprehensive joint statement was issued, renewing commitments on commercial and military collaboration, which may be perceived in Washington as India strengthening ties with Russia at a time when the US focuses on mediating peace in Ukraine. Despite Prime Minister Narendra Modi’s outreach to Kyiv and his assertion that “this is not an era of war,” Kugelman argues that the visit underscores the challenges to India’s strategic independence in a divided global landscape.

The timing intensifies the discomfort. With the postponement of the Quad summit and former President Donald Trump’s delayed visit to India, existing US sanctions on Moscow add another layer of complexity. India's recent move to cut down Russian oil imports prior to Putin’s arrival further highlights the pressure New Delhi encounters, balancing demands from both Moscow and Western nations.

While India’s new gas agreement with the US may mitigate some concerns, Kugelman cautioned that Washington might still seek further concessions. Trade disputes loom large, as India prepares for potential repercussions from US tariffs and mixed signals regarding Trump’s position on the Indian economy and Modi's relationship with the US. Historically, nations seeking tariff leniency from Trump have faced significant demands, compounding India's diplomatic challenges.

Kugelman also noted the stabilizing role of Sergio Gor, the newly appointed US ambassador to India, who advocates for robust India-US relations. He contrasted the hardline stance from some in the White House with the more cooperative approaches from segments of the State Department, Defense Department, and Congress, emphasizing ongoing bipartisan support for India despite existing frictions.

Addressing security dynamics in South Asia, Kugelman reflected on the recent India-Pakistan tensions and the precarious ceasefire. He cautioned that India’s stringent responses to Pakistan-backed terrorism could lead to renewed conflicts if provoked. Meanwhile, Pakistan’s military and political leaders have garnered public backing during these tensions, though recent controversial constitutional changes and Army Chief Asim Munir’s promotion to field marshal might destabilize the country’s stance both internally and externally.

The potential expansion of Chinese influence in the region was also discussed, with Kugelman noting uncertainties around the Trump administration's China strategy that oscillates between aggressive rhetoric and pragmatic restraint. While economic rivalry with China is anticipated to persist, the US is predicted to be cautious to avoid actions that could provoke backlash from Beijing, possibly altering Indo-Pacific dynamics and complicating India’s strategic outlook.

Despite the numerous hurdles, Kugelman expressed measured optimism regarding India-US ties. Both nations have a vested interest in nurturing this partnership and advancing high-level talks. “It’s a challenging moment, but not an irreversible one,” he noted. “There’s a sincere motivation in Washington to restore this relationship. It’s just a matter of time.”
