Philippines Takes New Step to Restart ASEAN Peace Efforts in Myanmar

The Philippines has taken a fresh diplomatic step to push forward peace efforts in Myanmar by hosting a special meeting with key political stakeholders from the troubled country. The move comes as the Philippines serves as the current chair of the Association of Southeast Asian Nations, also known as ASEAN, and at a time when violence in Myanmar continues with no clear end in sight.

The meeting was held in Tagaytay and brought together several important political groups from Myanmar. Philippine officials said the goal was to encourage open discussion on reducing violence, improving the flow of humanitarian aid, and restarting meaningful political dialogue. The talks were led by Philippine Foreign Affairs Secretary Ma. Theresa Lazaro, who is also serving as ASEAN’s special envoy for the Myanmar crisis.

Lazaro said she urged all participants to share their views honestly and constructively on how to move forward with the ASEAN Five-Point Consensus. This peace plan was agreed upon in 2021 after Myanmar’s military seized power in a coup. The plan calls for an immediate end to violence, dialogue among all sides, humanitarian assistance, and continued engagement by an ASEAN envoy. Despite these goals, the plan has seen little success so far, as fighting has continued across many regions of Myanmar.

Earlier in January, Lazaro visited Myanmar and met with the country’s top military leader, Min Aung Hlaing. Philippine officials described that meeting as positive and constructive. However, the military government did not take part in the Tagaytay talks. Officials said this was intentional and confirmed that the groups who attended asked not to be named.

Myanmar has been facing severe unrest since the 2021 coup, which sparked nationwide protests that were violently suppressed. What began as demonstrations has now turned into a wider civil conflict involving the military and several armed resistance groups. The impact on civilians has been devastating. Thousands of people have lost their lives, and millions have been forced to flee their homes. According to the United Nations, about 3.6 million people are now displaced, making Myanmar one of the most serious humanitarian crises in Asia.

ASEAN’s efforts to resolve the crisis have faced many challenges. While there have been small improvements in humanitarian access, there has been little progress toward lasting peace. Malaysia, which chaired ASEAN last year, also tried to engage different sides in the conflict and expressed hope that dialogue could eventually lead to results. The Philippines now appears determined to continue and expand these efforts by opening talks early in its chairmanship.

Adding to the complexity is Myanmar’s ongoing phased general election. Two rounds of voting have already been completed, with early results showing strong wins for a party linked to the military. A final round is expected soon. The military says the election will bring stability, but turnout has been low, and critics argue the process is unfair and designed to keep the army in power. ASEAN has not sent election observers, and several international governments have criticized the vote as lacking credibility.

Some rebel groups that attended the Tagaytay meeting have responded positively. One ethnic minority group described the talks as encouraging and praised the Philippines for reaching out to different sides so early. The group said it remains cautiously hopeful that continued dialogue could help improve the situation.

While major obstacles remain, the Philippines’ initiative shows a renewed effort by ASEAN to play an active role in addressing Myanmar’s crisis. Whether these talks will lead to real progress depends on sustained engagement, trust-building, and a genuine commitment from all parties to move toward peace.
