Moscow has unveiled a detailed framework of 22 national standards to govern the application of artificial intelligence in the healthcare sector. The initiative aims to improve patient care, optimize clinical workflows, and uphold ethical standards. These guidelines encompass neural networks for healthcare administration, predictive analytics, remote patient monitoring, and Clinical Decision Support Systems (CDSS).
Anastasia Rakova, Moscow's Deputy Mayor for Social Development, highlighted the city's advancements in AI integration within healthcare: “Moscow has developed significant expertise in utilizing AI to support medical professionals in their daily duties and enhance both diagnostic precision and treatment efficacy. Our innovations now serve as the basis for these national standards, facilitating the broader adoption of AI throughout Russia and establishing a solid framework with clear quality criteria.”
Currently, the MosMedAI platform, which employs AI for the analysis of medical images, has rolled out across 74 regions, including two new areas, enabling healthcare providers to efficiently conduct unlimited X-ray examinations. Over 2,000 healthcare institutions nationwide are now utilizing this platform, accessing AI-driven diagnostics, continuous technical assistance, and systematic quality control overseen by the Diagnostics and Telemedicine Center of the Moscow Department of Healthcare.
As of 2024, nine of the 22 standards (including two preliminary standards) had been operationalized, establishing protocols for the ethical and safe deployment of AI in healthcare. An additional five standards are expected to be implemented in January 2026. These documents provide a coherent framework for the integration of AI in medical decision-making, remote monitoring, predictive analytics, and healthcare administration while addressing ethical challenges.
Since launching nationwide, MosMedAI has processed over eight million examinations, showcasing the scalability and success of Moscow's AI-powered healthcare initiatives. With these new standards, Russia is on track to develop a cohesive and reliable ecosystem for AI in healthcare, promoting safety, quality, and innovative practices in medical services.
