A car ride shared by Prime Minister Narendra Modi and Russian President Vladimir Putin has sparked significant discussion in the United States, especially after an image of the two leaders was presented in Congress during Putin's visit to India. Initially perceived in India as a gesture of camaraderie, American lawmakers view it as indicative of a concerning shift in the dynamics of US-India relations.
Democratic Ranking Member Sydney Kamlager-Dove showcased the photograph during a House Foreign Affairs Subcommittee hearing focused on South and Central Asia. She argued that the decline in the partnership was a result of actions taken by the US, particularly under President Donald Trump's administration, which she claims is pushing India closer to Russia due to rising tariffs and adversarial policies.
Kamlager-Dove asserted that the US's aggressive tactics are undermining decades of strategic trust. She criticized Trump’s policies as counterproductive, warning that the damage inflicted on US-India relations could be enduring. The image she displayed was described as powerful, highlighting how US pressure might redirect India’s global alliances.
The hearing underscored rising tensions surrounding Trump’s trade decisions regarding India, which include a 25 percent “Liberation Day tariff” and an additional levy of the same percentage on Indian imports of Russian oil—creating a nearly 50 percent tariff burden on Indian goods. Lawmakers denounced these measures as detrimental and cautioned that such actions could compromise one of America's key partnerships.
Democrats also raised concerns about the steep increase in H-1B visa fees. A new $100,000 charge was deemed a direct blow to Indian professionals, who account for around 70 percent of H-1B visa holders in the US. They argued that this fee represents an attack on the robust people-to-people ties that link India and the US culturally and economically.
The broader geopolitical ramifications were also explored. Experts noted that the strengthening of India-Russia ties—evidenced by Modi meeting Putin at the airport and sharing a vehicle—signals a potential realignment in global dynamics if trust between Washington and New Delhi deteriorates. The longstanding partnership between India and the US has benefitted Washington in terms of countering China's influence and enhancing global supply chains at low costs.
During Putin’s two-day visit, PM Modi's warm welcome at the airport and their joint ride to the Prime Minister’s residence at Lok Kalyan Marg exemplified their close relationship. Their last car ride together took place during the Shanghai Cooperation Organisation Summit in China, traveling in a Russian-made Aurus sedan, reinforcing the enduring ties between India and Russia in a changing political landscape.
At the hearing, analysts concurred that tariffs and escalating tensions are increasingly sensitive topics in the US-India relationship. They cautioned that if the current trends persist, they risk overshadowing essential long-term objectives such as technological collaboration, defense partnerships, and maintaining regional stability.
As debates proceed in Washington, one clear takeaway from the hearing is that if the US does not recalibrate its strategy, it may jeopardize its relationship with a crucial ally. For many Congress members, the image of Modi and Putin traveling together has become emblematic of the potential consequences should US-India relations continue to cool.
