Brussels: NATO Secretary-General Mark Rutte stated on Monday that Europe lacks the capability to defend itself without the backing of U.S. military forces. He emphasized the necessity for European nations to substantially increase their defense budgets to operate independently.
“Anyone believing Europe can stand alone without the U.S. is mistaken. That’s just not feasible,” Rutte expressed to EU lawmakers in Brussels. He reinforced the idea that Europe and the U.S. are interlinked in terms of security.
Rutte's remarks arise in the context of ongoing NATO discussions following U.S. President Donald Trump’s past declarations regarding Greenland, a semi-autonomous region of Denmark. Trump had also indicated potential tariffs affecting European allies, but later retracted the plan after reaching preliminary agreements with Rutte's assistance. Specifics regarding this agreement remain largely undisclosed.
The NATO alliance, comprising 32 member states, is bound by Article 5 of its foundational treaty, which obligates members to provide defense to any ally under threat.
During the NATO summit in July held in The Hague, all European allies, excluding Spain, consented to meet Trump’s request for matching U.S. defense expenditures. They pledged to allocate 3.5% of their GDP to essential defense and 1.5% towards security infrastructure by 2035, totaling 5% of GDP.
Rutte warned, “To go solo, 5% isn’t sufficient. You’ll need to invest 10% and develop your own nuclear capabilities, which involves significant funding.”
France has been advocating for Europe’s “strategic autonomy,” gaining momentum following suggestions from the Trump administration for Europe to manage its own security.
Rutte concluded that without the U.S., Europe would relinquish “the ultimate guarantor of our freedom, the U.S. nuclear umbrella. So, good luck with that!”
