European countries and Ukraine are working together on a new plan to stop the war with Russia. Diplomats said the proposal calls for a ceasefire along the current battle lines and for peace talks that include the United States in a leading role.
The plan suggests that both sides stop fighting where their troops are now positioned. After the fighting stops, negotiations would continue about how to manage the occupied territories. However, the proposal clearly says that Ukraine will not legally recognize the land held by Russia as Russian territory.
A senior European diplomat said the plan includes the creation of a “peace board” that would be led by U.S. President Donald Trump. This board would make sure both sides follow the terms of the peace plan and help supervise how it is carried out. The diplomat said this is meant to keep the United States closely involved in the peace process.
European leaders have called on Washington to stay firm and continue demanding a ceasefire based on the current frontlines. They believe the United States plays a key role in keeping international pressure on Moscow. Russia, however, has continued to insist that Ukraine must give up more territory before agreeing to a ceasefire.
About 35 countries that support Ukraine will meet in London on Friday for a major conference to discuss long-term military and financial help for Kyiv. Diplomats say the meeting will also give more shape to this new peace proposal. There is still a chance that President Trump and Russian President Vladimir Putin may meet soon to talk about the plan, although no date has been confirmed.
Three diplomats said the new proposal builds on earlier European efforts made in May and August but adds some new details. These include the return of Ukrainian children who were taken to Russia, the exchange of prisoners between both sides, and strong security guarantees for Ukraine. The plan also includes financial support for rebuilding the country and a roadmap for Ukraine’s future entry into the European Union.
The proposal further says that European Union sanctions on Russia could be lifted gradually if Moscow follows the terms of the agreement. It also includes the use of part of Russia’s frozen assets to help pay for war damages and rebuilding projects in Ukraine.
Diplomats involved in the talks said the plan is another attempt to find a peaceful solution, even though Russia has not changed its position. One diplomat admitted that Moscow still refuses to accept a ceasefire under the current battle conditions. Still, European nations and Ukraine believe it is important to keep trying.
“This is not a completely new idea,” said one European official, “but it adds new hope and shows that the world still wants peace.”
For now, the plan remains under discussion, and its success will depend on whether both Russia and the United States agree to support it. Until then, the war continues, with heavy fighting across Ukraine and no clear end in sight.
