Dubai is rapidly establishing itself as a global leader in digital innovation. The Dubai Chamber of Digital Economy disclosed that it facilitated the establishment and growth of 582 digital startups within the first nine months of 2025 — a significant milestone highlighting the emirate’s expanding influence as a center for technology and entrepreneurship.
Leading the charge is artificial intelligence, which constitutes 21% of the supported startups. HealthTech, Software-as-a-Service (SaaS), and FinTech combined account for 17%, underscoring Dubai’s commitment to pioneering sectors. Remarkably, 70% of these startups were from international entities, attesting to the city’s allure for investors and innovators alike.
A considerable aspect of this achievement stems from the chamber’s Business in Dubai platform, meticulously crafted to steer entrepreneurs through each phase of their business endeavors. Almost half (47%) of the supported startups availed of establishment support, accelerators, and incubator initiatives, while 32% leveraged the platform's business services to connect with partners, investors, and clientele.
The chamber has also issued four comprehensive reports from January to September 2025, including The Entrepreneur’s AI Playbook, which aids founders in grasping and utilizing AI tools to scale their ventures.
Moreover, the chamber took an active approach to global engagement, organizing 15 significant events and 16 international roadshows across 17 cities, such as London, Singapore, New York, and Berlin. These activities attracted over 2,140 digital startups, investors, and ecosystem allies, fortifying global synergy and showcasing Dubai’s flourishing digital landscape.
Through these strategic moves, Dubai is persistently luring digital entrepreneurs and investors from around the globe, further solidifying its stature as one of the most vibrant startup hubs on the worldwide map.
