A coalition of nations, including Saudi Arabia, Spain, Britain, Japan, and France, has agreed to provide emergency financial assistance to the Palestinian Authority (PA), according to a statement from Norway's foreign ministry on September 26, 2025.
The initiative, named the Emergency Coalition for the Financial Sustainability of the Palestinian Authority, was established in response to the urgent and unprecedented financial crisis confronting the PA. The primary goal is to stabilize the PA's finances, enabling it to continue governing, providing essential services, and maintaining security in the region.
Norway has committed 40 million Norwegian crowns (approximately $4.0 million) to the initiative. The exact total amount of funding raised by the coalition has not been disclosed.
In addition to providing financial support, the participating countries have called on Israel to release funds that they claim rightfully belong to the PA. These funds are crucial for the PA to fulfill its obligations and continue its operations effectively.
Norway has long chaired the Ad Hoc Liaison Committee (AHLC), the main international donor group for the Palestinians. The country's involvement underscores its commitment to supporting Palestinian governance and stability.
The formation of the Emergency Coalition and the financial support pledged by donor nations highlight the international community's recognition of the Palestinian Authority's critical role in maintaining stability and providing essential services in the region. The success of this initiative will depend on continued cooperation among international partners and the PA's ability to manage and utilize the funds effectively.
