Abu Dhabi’s Emergency Management Team Learns from Finland

A delegation from the Emergencies, Crises and Disasters Management Centre Abu Dhabi (ADCMC) recently visited the Finnish National Rescue Association (SPEK) to study Finland's sophisticated emergency response systems. The purpose of the trip was to strengthen partnerships, share knowledge, and investigate best practices that could improve Abu Dhabi’s emergency capabilities.

The delegation was led by Dr. Abdulla Hamarain Al Dhaheri, Executive Director of the Response and Recovery Sector at ADCMC. During their visit, they shared the comprehensive strategy of Abu Dhabi for managing crises and emergencies and showcased how various departments coordinate during significant incidents.

SPEK provided in-depth insights into Finland's community preparedness, readiness protocols, innovative training methods, and the practical drills designed to enhance responder efficiency. They also outlined Finland's emergency planning procedures, tools, and technologies that ensure constant readiness. Key subjects discussed included voluntary programs, civil preparedness, and the prominent 72-hour self-sufficiency concept for families during emergencies.

Dr. Al Dhaheri emphasized that this exchange exemplifies the Abu Dhabi Government’s commitment to fostering global partnerships in emergency management. He pointed out that adopting international practices aids Abu Dhabi in adapting to evolving challenges more effectively and cohesively.

He elaborated that ADCMC is dedicated to refining its operational strategies by examining international frameworks, assimilating successful global experiences, and integrating advanced methods into the local emergency management infrastructure. This involves enhancing community participation efforts, upgrading training incentives, and fortifying institutional capabilities.

Dr. Al Dhaheri remarked that the visit to SPEK was a significant opportunity to explore a unique system characterized by technological advancements, robust institutional collaboration, and exceptional preparedness. Insights gained from Finland’s model demonstrated how a cohesive emergency network could bolster overall response effectiveness.

He also noted that Abu Dhabi aspires to align its emergency management system with global benchmarks, fostering resilience, expanding smart-response technology, and establishing collaborative programs to enhance teamwork among various emergency organizations. One of ADCMC’s objectives is to cultivate skilled national professionals dedicated to community safety and sustainable development.

The Finland delegation's focus on inclusivity, public education, and efficient communication among agencies significantly impressed the Abu Dhabi team. Furthermore, SPEK showcased the vital role of emergency volunteers in supporting professional teams during large-scale incidents.

The visit concluded with discussions on prospective collaboration, including shared training initiatives, technology exchanges, and joint research endeavors to bolster preparedness. Both parties agreed that continued cooperation would assist in constructing safer and more resilient communities.

Through such visits, ADCMC enhances its global engagement while adopting the leading emergency solutions available worldwide. The partnership forged between Abu Dhabi and Finland is anticipated to elevate crisis response capabilities, enhance operational effectiveness, and foster a secure and prepared society.
