Abu Dhabi has officially launched a new smart system called Binaa, which uses artificial intelligence (AI) to make building and construction work easier, faster, and more efficient. This big step was announced during the Abu Dhabi Infrastructure Summit held at the Abu Dhabi Energy Centre. The event was organized by the Abu Dhabi Projects and Infrastructure Centre.
As part of the launch, the Department of Municipalities and Transport (DMT) signed a special agreement with several important organizations. These include the Abu Dhabi Civil Defence Authority, Abu Dhabi National Energy Company (TAQA), and e&. All these groups agreed to work together to make the building permit process quicker and smoother. They also promised to share important data, documents, and technical reviews to help with building projects.
Binaa is the first platform of its kind in the region. It changes the way people submit, check, and approve building plans in Abu Dhabi. It will help new and existing building projects move faster and with fewer mistakes. The system can cut approval times by up to 70%. It also spots "over-designs," like using extra-strong materials or complicated designs that aren't needed for small homes such as villas. This helps save money, reduce waste, and protect the environment—without risking safety.
Mohamed Ali Al Shorafa, Chairman of the DMT, said:
“We are proud to launch Binaa with the help of our partners. This new platform is a big step forward for the construction industry in Abu Dhabi. It shows how AI can make government services faster, smarter, and more open to the public.”
Binaa will be introduced in steps. In Phase 1, the focus will be on new private villas. Every year, about 20,000 villa applications are made, so this is an important start. The system will let villa owners, builders, and designers track the progress of their projects all in one place.
Abdulla Mohamed Alblooshi, Acting Executive Director of Planning and Infrastructure at DMT, added:
“Binaa will help Abu Dhabi lead the world in building rules and smart systems. We encourage everyone in the construction field—architects, engineers, and project owners—to use Binaa and take advantage of its benefits.”
The Binaa platform uses the latest technology like AI, Building Information Modelling (BIM), and even virtual and augmented reality. These tools help check if buildings follow the rules, and they also let people look at construction sites from a computer or phone. For example, inspectors can use 3D tools to see which areas of a building need more work.
There’s also an AI review tool in Binaa that can check old or new 2D building plans to make sure they are correct and follow Abu Dhabi’s building standards. Right now, experts still check the plans by hand, but AI tools will slowly be added to help more in the future.
Binaa will connect more than 15 government groups through a single system. This makes it easier for project owners, consultants, and builders to get all the approvals and certificates they need in one place. The system also helps everyone involved see the full picture of each project—from the first design to the final building.
In simple words, Binaa is a new digital helper that makes building in Abu Dhabi smarter, faster, and better for everyone.
